Role overview

This position focuses on leading centralized procurement and contracting activities within the Shared Services Program for the affiliated environmental centers. The role is responsible for coordinating sourcing, supplier management, and contract administration in a way that promotes transparency, regulatory alignment, and strong governance. It also plays a key part in improving procurement performance, supporting cost-saving initiatives, and strengthening service quality across all centers.

Key responsibilities

• Create and roll out unified procurement strategies and annual procurement plans for all affiliated environmental centers.
• Build consistent procedures, templates, and working frameworks that comply with national procurement rules and internal governance standards.
• Improve procurement practices continuously to support sustainability, transparency, and better operational efficiency across the shared services model.
• Leverage combined purchasing demand to lower total costs and improve efficiency across centers.
• Assess market trends, pricing patterns, and supplier capabilities to enable informed and cost-effective sourcing decisions.
• Work with environmental centers to consolidate requirements and prepare an integrated annual procurement plan.
• Lead coordination meetings between centers to align priorities, resource allocation, and delivery schedules.
• Assist centers in executing procurement timelines in line with financial and operational plans.
• Support the drafting, review, and release of RFPs, RFQs, and tender materials with technical and legal stakeholders, ensuring accuracy, compliance, and consistency with approved standards and procedures.
• Oversee bid evaluations, negotiations, and award recommendations while maintaining fairness and regulatory compliance.
• Handle post-award work such as contract execution, monitoring supplier performance, and processing amendments.
• Review procurement data, spend patterns, and supplier performance to identify risks and areas for improvement.
• Develop dashboards and KPIs to track efficiency, compliance, and cost optimization in procurement.
• Prepare quarterly procurement performance reports for leadership with practical insights and recommendations.

Requirements

• Bachelor’s degree in Supply Chain Management, Business Administration, or a closely related discipline.
• At least 7 years of experience in procurement and contracting.
• Strong capability in stakeholder coordination and supplier/vendor management.
• Experience in contract drafting, review, and administration.
• Comfort working with information systems and data-driven procurement tools.
• Detail-oriented mindset with a strong focus on quality and compliance.
