About the Role
Raytheon is seeking a Program Operations Manager to join their team in Doha, Qatar. This role is critical for managing operations within the Qatar portfolio, which includes technical assistance, fielding support, training, and depot support for the Qatar Emiri Air Defense Forces (QEADF). You will act as the main liaison between QEADF commanders and maintenance officers, ensuring all operational and maintenance needs are met. This is an accompanied, long-term assignment requiring a U.S. government-issued Secret security clearance and U.S. citizenship.
Responsibilities
- Lead and mentor project staff to enhance business capabilities and foster collaboration.
- Provide direct supervision to Technical Assistance personnel, managing their workload and ensuring timely issue resolution for QEADF.
- Implement efficiency improvements through the design and execution of relevant projects.
- Cultivate an environment that promotes the sharing of best practices and collaborative efforts.
- Adhere to the company's Code of Conduct, maintaining professionalism, confidentiality, and a commitment to health and safety.
- Act as the primary communication channel between Depot/Site personnel and the OCONUS program management office for sustainment matters.
- Develop and maintain strong working relationships with key stakeholders including the U.S. Office of Military Cooperation (OMC), the Security Assistance Management Directorate (SAMD), and QEADF.
- Drive operational excellence by implementing effective strategies in productivity, supply chain management, and overall performance.
- Contribute to the development and execution of strategies for a Follow-On Sustainment Case.
- Establish long-term operational objectives for the Qatar Depot by analyzing internal and external factors affecting performance.
Requirements
- Bachelor's degree with a minimum of 10 years of relevant experience, or an advanced degree with a minimum of 8 years of experience.
- Completion of a U.S. Army TRADOC System Intermediate Maintenance Mechanic Course (MOS 27X/34S/94S/916A/918D) or an equivalent contractor-provided course.
- Proven experience as an Operations Manager, specifically overseeing field engineering personnel and support activities.
- Hands-on experience with Army Modification Work Order (DAMWO) installations, including Minor Alteration Procedures (MAP) installation and checkout.
- Demonstrated technical expertise in sustaining complex, large-scale weapon systems.
- Background in manufacturing, refurbishment, and/or field operations management.
- Must possess an active and transferable U.S. government-issued Secret security clearance prior to the start date.
- U.S. citizenship is mandatory to be eligible for a security clearance.
Additional Qualifications (Preferred)
- Additional years of experience may substitute for a degree.
- Experience in depot forward maintenance operations.
- Familiarity with depot industry environments or LEAD operations.
- Previous expatriate assignment experience.
- Experience working with U.S. Government customers such as IFMC, STARE, IFRCO, and SAMD.
- Experience in developing or executing comprehensive sustainment strategies covering Technical Assistance, Spares, Repair & Return (R&R), Depot activities, Training, and Logistics.
- Ability to collaborate effectively within an international, cross-functional team setting.

Additional Information
This position requires an active U.S. government-issued Secret security clearance, and U.S. citizenship is mandatory. Employment is contingent upon meeting all medical requirements for overseas assignments, including a comprehensive post-offer medical examination.
