Senior IT System Analyst

Job Scope

Provide expert support for a variety of IT programming, application, and operational tasks, including the design, documentation, and coding of program logic. Offer technical training, guidance, and resource support to end-users and proponent department staff. Enhance and support existing applications. Assist in planning, executing, and implementing IT programs aligned with organizational strategies and priorities. Engage in technical discussions with internal and external stakeholders to ensure the delivery of optimal technical solutions for YASREF. Offer guidance and solutions for project implementation challenges.

Communication

• Internal: Regularly report to and consult with management. Implement relevant policies, share information, and discuss key performance indicators (KPIs) and performance metrics. Provide services to other departments.
• External: Not applicable.

Key Duties and Responsibilities

• Analyze and identify areas for modification and enhancement in existing applications, and contribute to the development of new applications. Create new routine applications to fulfill customer needs.
• Research, design, develop, and test operating system-level software, compilers, network distribution software, and computing applications. Define operational specifications and formulate/analyze software requirements. May design embedded systems software. Apply principles of computer science, engineering, and mathematical analysis.
• Document the current state architecture, design the ideal state architecture, and develop plans and solutions for deploying new solutions to meet evolving business needs.
• Create and maintain a roadmap to guide application software development, ensuring development work is prioritized according to business requirements.
• Conduct analysis and provide recommendations in areas requiring a high degree of technical expertise. Design databases and define data dictionary criteria.
• Perform complex programming tasks, including designing, documenting, and coding program logic. Provide application support and enhancements for existing applications. Define system requirements, priorities, and viable alternatives.
• Coordinate the efforts of staff in locating, assessing, installing, testing, and maintaining computer software systems. Manage conversions and upgrades for vendor systems.
• Act as a project lead, directing IT systems analysts and providing leadership and coordination for projects assigned to them. Deliver technical training, guidance, and resource support to end-users and departmental staff.
• Develop user documentation and departmental policies and procedures that affect the use of application systems. Continuously monitor system releases and assess their applicability to the organization.
• Maintain Standard Operating Procedures for all technology systems and processes. Generate necessary logs and reports to support internal investigations.
• Manage escalations and provide Subject Matter Expert (SME) support for recurring incidents. Monitor systems and user behavior, reporting any suspicious activity.
• Design and execute application software tests, and respond to user emails to monitor, diagnose, and correct performance issues. Identify and fix straightforward software defects to ensure fully functional applications.
• Conduct horizon scanning to explore and develop a foundational understanding of external developments or emerging issues, contributing to the evaluation of their potential impact or usefulness to the organization.
• Ensure operational compliance by identifying non-compliance with organizational policies, procedures, and/or relevant regulatory codes, reporting and correcting issues to ensure appropriate adherence.
• Manage workstreams or small projects within a transformational change program, ensuring integration with related projects. Utilize structured change management methodologies to foster acceptance of change and embed desired cultural behaviors.
• Ensure compliance with all cybersecurity guidelines and procedures related to change control, security, auditing, release, configuration, problem, and incident management.
• Monitor daily operational activities to ensure smooth progress. Evaluate overall performance by gathering, analyzing, and interpreting data and metrics.
• Provide regular updates to Senior Management. Deliver end-user training on systems and procedures as required. Establish and ensure strict team adherence to a plan for successful project delivery within agreed timelines.
