Role overview
This position is responsible for coordinating the testing and commissioning of substation systems in Qatar, with a strong focus on readiness, compliance, safety, and stakeholder coordination. The role covers the full execution cycle for primary and secondary equipment, documentation control, and interface management with the client, contractors, OEMs, and site teams.
Planning and coordination
You will build, revise, and monitor the testing and commissioning plan and schedule for substation assets such as GIS, transformers, protection relays, breakers, LCC panels, SCADA, and telecom systems. A key part of the role is aligning the EPC contractor, OEM representatives, Kahramaa inspectors, QA/QC teams, and construction crews so each commissioning stage is ready on time. You will also ensure all pre-commissioning paperwork is complete, including inspection and test plans, method statements, checklists, and FAT/SAT records.
Testing and commissioning execution
The role includes oversight of testing for primary plant items such as GIS, power transformers, instrument transformers, circuit breakers, disconnectors, earthing switches, and busbar arrangements. You will also supervise secondary system tests covering protection relays for distance, differential, overcurrent, transformer, and busbar protection, along with SCADA, RTU/BCU settings, and communications using IEC 61850 and IEC 60870-5-104. Additional duties include checking interlocking logic, control and automation functions, annunciation systems, and sequence of events records. Test results must be reviewed before they are forwarded to Kahramaa, and system integration checks must be verified during energization and load testing.
Compliance and documentation
All commissioning work must align with Kahramaa requirements, project specifications, and applicable IEC and IEEE standards. You will maintain complete commissioning records, including test reports, red-marked drawings, energization permits, NCR closure records, and as-built documentation. The role also requires monitoring and closing punch-list items linked to testing and commissioning activities.
Safety and quality
Strict safety control is essential in this role, especially for high-voltage testing and switching operations. You will help enforce isolation practices, lockout/tagout controls, energization protocols, and related risk mitigation measures. Quality assurance is also a core responsibility, including audits and inspections to confirm that commissioning work meets required standards.
Stakeholder interface
You will serve as the main contact point with the Kahramaa Transmission Department for all testing and commissioning matters. The job also involves arranging inspections, securing approval of test procedures, obtaining energization clearances, and coordinating closely with OEM specialists and subcontractors to keep activities on schedule.
