Role overview
HanmiGlobal is looking for an experienced HSE Manager to support its program management and PMCM work in Saudi Arabia. This position will shape and oversee the health, safety, and environmental management approach for a major land and infrastructure development program in Riyadh, delivered for a government client.
The role focuses on providing program-level direction, governance, coordination, and strategic oversight for safety, welfare, environmental, and sustainability compliance across all work packages. You will help ensure that HSE risks are identified and managed effectively, embedded into each package, and translated into clear guidance for PMCM leadership and the client to support successful program delivery.
The role reports to the Program Director.
Key responsibilities
- Build, implement, and continuously maintain the program HSE management system, including procedures, standards, policies, governance controls, and reporting channels.
- Encourage a strong safety-first culture and ensure HSE expectations are applied consistently across all program packages in line with delivery goals.
- Assess and confirm the quality of HSE management plans submitted by lead developers and delivery teams.
- Track compliance with contractual HSE obligations, relevant laws, standards, permits, and regulatory requirements.
- Perform HSE compliance checks and assurance reviews, and verify that management systems are functioning as intended across the program.
- Measure health, safety, and environmental performance across development packages using safety statistics, leading and lagging indicators, and other performance data.
- Support safe work systems, risk controls, emergency readiness, and initiatives that promote occupational health and workforce wellbeing.
- Examine environmental management plans, mitigation actions, monitoring activities, and environmental reporting to help meet sustainability commitments.
- Oversee the logging and management of incidents, near misses, unsafe conditions, and environmental events, and review major investigations and root-cause analyses.
- Create and run the program HSE audit and inspection structure, lead compliance audits, and track the closure of corrective actions.
- Facilitate HSE review meetings, workshops, and safety leadership activities, while working with PMCM package teams, contractors, consultants, and authorities on HSE matters.
- Prepare HSE reports, dashboards, management briefs, and executive presentations for PMCM leadership and the client.
- Coordinate with the Risk Manager on HSE-related risks and mitigation actions to strengthen program-wide HSE maturity and performance.
Requirements
- A bachelor’s degree in Engineering, Environmental Science, Occupational Health and Safety, Construction Management, or a closely related field.
- Membership in a recognized chartered professional institution relevant to the discipline, or an approved equivalent.
- At least 15 years of professional experience in HSE management, infrastructure delivery, construction, utilities, urban development, or major capital projects.
- Background in PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side environments, ideally on large infrastructure or land development projects in Saudi Arabia or the GCC.
