Role overview

Wagga Wagga City Council is looking for an energetic Learning & Development Officer to join its People & Culture team. The position is focused on helping employees build capability, supporting growth across the organisation, and contributing to the Council’s goal of becoming a genuinely learning-focused workplace.

In this role, you will work with leaders and staff across the organisation to plan, coordinate and deliver learning initiatives that strengthen workforce development, employee engagement and overall organisational performance.

Employment details

  • Temporary 11-month assignment
  • Full-time hours: 35 per week
  • This is a maternity leave backfill position
  • Pay: $3,476.98 gross per fortnight, with progression up to $4,172.38 gross per fortnight plus 12% superannuation
  • The advertised pay includes the relevant award increase effective from 1 July 2026

Key duties

  • Create and deliver engaging training sessions and professional learning programs.
  • Contribute to organisational development work such as employee engagement, recognition and continuous improvement activities.
  • Plan training logistics, keep learning records up to date, and manage the Council’s Learning Management System.
  • Support trainees, apprentices, cadets, graduates and work placement participants throughout their time with Council.
  • Help with employee onboarding, performance development processes and capability-building initiatives.
  • Work alongside leaders and team members to identify learning needs and deliver practical development solutions.
  • Assist with the promotion and administration of the Bob Osborne Skills Centre (BOSC).

What you’ll need

  • Tertiary study in Human Resource Management or a closely related field.
  • Certificate IV in Workplace Training and Assessment.
  • Current Class C driver’s licence.
  • Proven background in learning and development, training delivery and facilitation.

  • Explain your experience with Learning Management Systems or other training databases, and how you have used them to improve reporting, compliance or training results.

  • Describe your interest in this role and the experience and strengths you would contribute to Wagga Wagga City Council.
