Role overview
Parsons Corporation is hiring an experienced, strategic Project Controls Manager for its Tabuk, Saudi Arabia team. This position is focused on steering the project controls discipline for major infrastructure programs, with close attention to schedule, cost, and risk baselines so the work is planned, tracked, and delivered with strong predictability. The role also serves as an important adviser to project leadership on performance, trends, and corrective actions.
Leadership and team management
- Guide a multidisciplinary project controls group made up of cost controllers, schedulers, and estimators.
- Set team objectives, review performance, and encourage ongoing improvement across the function.
Schedule, cost, and baseline control
- Develop, maintain, and execute the integrated project schedule and cost baseline.
- Make sure all planning and control activities align with contract obligations and company standards.
- Use established controls to keep the project baselines accurate and current throughout execution.
Earned value and performance analysis
- Apply Earned Value Management practices to monitor performance against the plan.
- Investigate variances, assess progress, and prepare estimate-at-completion forecasts.
Reporting and insight generation
- Prepare daily, weekly, and monthly control reports for leadership and clients.
- Translate project data into clear insights, including trends that could point to schedule slips or cost growth.
- Support decision-making with concise analysis and practical recommendations.
Change, risk, and contingency management
- Oversee the change control process from review through documentation and approval.
- Assess the impact of contract changes on time and budget.
- Work with the project management team to identify, rate, and track risks.
- Maintain the risk register and manage contingency allocations appropriately.
Client and stakeholder coordination
- Serve as the main contact for the client on project controls status.
- Explain variances, communicate recovery measures, and present complex information in a clear way to senior stakeholders.
Required background
- A bachelor’s degree in Engineering, Construction Management, Business Administration, or another related technical discipline from an accredited institution.
- At least 15 years of experience specifically in project controls.
- A proven background on mega-projects valued at over $1 billion, ideally in the Middle East or GCC region.
- Minimum 5 years in a managerial or supervisory capacity.
- Strong working knowledge of Primavera P6, Primavera Risk Analysis, and advanced Microsoft Excel.
- Solid command of Earned Value Management and cost engineering principles.
Preferred qualifications
- Professional certifications such as PMP, CCP, or PSP are preferred.
- Strong leadership, communication, and negotiation capabilities.
- Ability to present detailed technical and financial information clearly and confidently.
