Role Overview

Chi-Chack LLC is hiring a full-time Instructional Designer for its Virginia Beach, VA location. This role supports the Center for Security Forces (CENSECFOR) by planning, analyzing, designing, developing, implementing, and evaluating training course materials, while also handling related administrative support. The position requires travel and is dependent on contract award.

Key Responsibilities

  • Follow the training policies and procedures set out in CENSECFORINST 1540.1, CENSECFORINST 1540.4, and NAVEDTRA 142.
  • Create and maintain training project plans that act as the foundation for curriculum development work.
  • Build Course Training Task Lists by reviewing JDTA data and identifying the duties and tasks tied to the course mission.
  • Prepare Training Course Control Documents, including front matter, curriculum outlines, supporting terminal and enabling objectives, annexes, required resources, and course master schedules.
  • Write lesson plans and provide direction for instructional objectives, instructional media, graphics, and presentation content.
  • Develop student guides that define the objectives and knowledge or skill outcomes expected after completion.
  • Produce AI-supported testing materials such as testing plans, knowledge test administration guides, performance test administration guides, and master test banks.
  • Structure learning sequences, objective groupings, task relationships, and overall instructional design plans.
  • Create qualitative and quantitative measures to evaluate and improve training effectiveness.
  • Use a range of learning solutions, including formal curricula, interactive courseware storyboards, job aids, and computer-based training materials.
  • Develop measurable terminal and enabling objectives that align with NAVEDTRA standards and clearly state conditions, standards, assessments, and performance criteria.
  • Support Job Duty Task Analysis, Front End Analysis, and Business Case Analysis efforts, including task statement creation and training requirements review support.
  • Provide input for Business Case Analyses, Training Project Plans, and review related deliverables.
  • Analyze training tasks, build CTTLs, and confirm standards and requirements sources.
  • Create traceability documentation linking JDTA outputs to learning objectives.
  • Draft course outlines and supporting instructional documentation for TCCDs.
  • Document instructional strategies and develop instructional media design packages and storyboards.
  • Prepare NAVEDTRA-compliant lesson plans, student guides, and assessment materials for multiple delivery formats.
  • Create and refine instructional media such as slide decks, interactive multimedia, and e-learning content.
  • Participate in focus groups and course pilots to confirm training quality and compliance with Navy and visual standards.
  • Use AI-assisted tools for instructional design, content drafting, data analysis, and quality assurance.
  • Edit content for clarity, consistency, and alignment with NAVEDTRA requirements.
  • Compare JDTA task data with existing course objectives to identify gaps, overlaps, and benefit-cost analysis inputs.
  • Provide basic SharePoint troubleshooting and user assistance.
  • Prepare and deliver SharePoint user guidance and best-practice documentation.
  • Help users organize, upload, and share documents effectively.
  • Assist with SharePoint workflow creation and modifications to automate routine processes.
  • Support integration of SharePoint with Microsoft Office and other enterprise tools.
  • Maintain access controls, document security, records management compliance, and data governance requirements.
  • Support audits and other compliance checks as needed.
  • Work with multimedia tools, SharePoint administration, automation, and video-editing software as part of the broader role.
  • Perform additional duties as assigned by management.

Qualifications

  • An associate degree in Instructional Design, Curriculum & Instruction, or Educational Technology with at least 1 year of experience in education, training, or curriculum development focused on training documentation and instructional management; or a high school diploma/GED with at least 5 years of similar experience.
  • Hands-on experience using AI-enabled tools to support instructional design, content development, data analysis, or curriculum quality checks.
  • At least 3 years of experience working with Microsoft Teams, Word, PowerPoint, and Excel.
  • Experience across the full instructional systems design lifecycle: planning, analysis, design, implementation, evaluation, and maintenance.
  • Ability to obtain a security clearance up to the Secret level.
  • For candidates with multimedia expertise, prior work in SharePoint site development, automation, and administration is expected.
  • Proficiency in Power Automate is preferred for workflow automation tasks.
  • Working knowledge of Microsoft Office, Adobe Creative Suite, and video editing tools such as Premiere and After Effects is preferred.
