About the Role

The company is hiring a bilingual Senior Manager - Procurement with native-level English proficiency to lead end-to-end procurement and tendering for real estate development projects in Sharjah.

Role Purpose

This position is responsible for overseeing the complete procurement and tendering cycle across real estate development workstreams. The goal is to secure timely appointments of consultants, contractors, and suppliers while maintaining cost discipline, transparency, governance compliance, and alignment with development plans. The role also contributes to value engineering, commercial risk control, and contractor performance from concept design through construction and handover.

Key Accountabilities

Procurement Strategy and Governance

  • Create and roll out procurement approaches that match project goals, budgets, and delivery schedules.
  • Set up procurement policies, delegation-of-authority rules, and approval processes, and make sure they are followed.
  • Keep procurement activities aligned with internal governance, audit expectations, and commercial regulations.
  • Where relevant, maintain a clear separation between company-wide procurement and project-specific procurement.

Tendering and Contracting

  • Run prequalification, tendering, evaluation, and award activities for consultants, including design consultants, PMC, supervision, and cost consultants.
  • Manage tendering for main contractors, including lump-sum and design-and-build packages.
  • Handle procurement for specialist subcontractors and long-lead suppliers.
  • Prepare RFPs, ITTs, scope documents, BOQs, and employer’s requirements.

Commercial Evaluation and Cost Control

  • Ensure that awarded contracts stay within approved budget parameters.

Contract Management Support

  • Coordinate the preparation and execution of consultancy contracts, main contracts, variations, amendments, and supplemental agreements.
  • Work closely with Legal, Finance, and Project teams to ensure risk is clearly allocated, commercial protections are in place, and contracts are executed on time.

Stakeholder and Market Management

  • Build and sustain effective working relationships with contractors, consultants, key suppliers, cost consultants, and PMCs.
  • Track UAE construction market trends, pricing changes, and contractor capacity.
  • Maintain and refresh approved vendor and contractor databases.

Team Leadership and Reporting

  • Coach and guide members of the procurement and tendering team.
  • Prepare regular reporting on procurement progress, tender results, achieved savings, and exposure to risk.

Education and Experience

The ideal candidate should hold a bachelor’s degree in Engineering, Quantity Surveying, Construction Management, or Business. Professional credentials such as MRICS, MCIPS, PMP, or an equivalent membership are preferred.

Applicants should bring 8 to 10 years of experience in procurement and tendering, ideally gained in a real estate developer, large contractor, PMC, or cost consultancy environment. Strong exposure to the UAE or GCC construction market is essential.
