Senior Project Manager

Role overview

Teckhorizon Inc is looking for a Senior Project Manager to steer high-impact healthcare technology initiatives. This contract role is based onsite in Toronto, Ontario, and focuses on delivering major programs involving business transformation, cloud platforms, web applications, APIs, and enterprise integrations. The position requires keeping delivery aligned with public-sector expectations, agreed timelines, budgets, and stakeholder priorities.

What you will do

• Take ownership of full project delivery for complex healthcare IT and transformation programs from launch through implementation.
• Create and maintain detailed project plans, schedules, budgets, resource allocations, and integrated project management plans.
• Oversee scope, risk, issues, dependencies, and change control throughout the project lifecycle.
• Work closely with business analysts, architects, developers, testers, and outside vendors to keep work moving.
• Partner with executive sponsors, ministry contacts, and healthcare stakeholders to support decision-making and alignment.
• Track project health, critical path tasks, and progress, and report updates to leadership.
• Run stakeholder meetings, steering committee sessions, and governance discussions.
• Shape business transformation, change management, and user adoption plans.
• Make sure delivery follows OPS Unified I&IT Project Methodology, Digital Health requirements, and government governance standards.
• Support handover, training, communication planning, knowledge transfer, and final project closure activities.

Required experience and qualifications

• At least 10 years of experience leading and delivering large, complex IT initiatives, including mission-critical systems and business transformation work.
• At least 10 years of experience with the design, build, rollout, and integration of web applications, cloud services, and API-based solutions.
• At least 10 years of experience in enterprise environments using Java and/or Microsoft .NET technologies.
• At least 7 years of experience managing Agile delivery, including backlog grooming, sprint planning, velocity measurement, retrospectives, and Agile testing.
• Demonstrated success guiding cross-functional teams made up of analysts, architects, developers, testers, and vendors.
• Strong capability in planning, scheduling, budgeting, managing risks and issues, and handling change control.
• Practical use of project tools such as MS Project, Jira, Planview, or Azure DevOps.
• Experience delivering cloud solutions using platforms like Microsoft Azure, OpenShift, Kubernetes, Docker, IBM Cloud Pak, or similar technologies.
• Comfort presenting status, risks, and recommendations to executive-level stakeholders.
• Excellent leadership, communication, stakeholder engagement, and problem-solving skills.

Nice to have

• PMP certification.
• Scrum Master certification or another formal Agile credential.
• Prior project delivery experience in healthcare, digital health, eHealth, or public-sector settings.
• Working knowledge of interoperability standards such as HL7 FHIR.
• Experience with Ontario Public Sector I&IT methodologies, governance, and gating processes.
• Familiarity with enterprise architecture, business architecture, and business process re-engineering.
• Experience building organizational change management, training, and adoption plans.
• Understanding of privacy and compliance requirements such as PHIPA, FIPPA, and MFIPPA.
• Exposure to Digital Health standards and public-facing healthcare technology solutions.
