About the organisation

Open Government Products (OGP) is a government technology team that works with startup-style speed and energy. The group brings together engineers, designers, and product managers to build public-good technology, moving quickly from identifying real problems to testing ideas and shipping useful products that can support citizens and government operations alike.

The team values openness, flat collaboration, and a practical approach that avoids unnecessary bureaucracy in favour of user-focused solutions with real impact.

About the role

OGP is expanding to support larger public-sector goals and is hiring a Talent Acquisition Partner to help bring in the engineers, designers, and product builders behind its work. This position sits within a small, agile People team and gives you the opportunity to shape hiring practices, create scalable systems, and improve the candidate journey.

The role suits someone who is comfortable working through uncertainty, enjoys bringing structure to messy processes, and sees recruitment as both a people-driven and data-driven function.

What you will do

  • Manage the full recruitment cycle across OGP, covering everything from sourcing candidates to closing offers, with emphasis on priority engineering, product, and design roles.
  • Work closely with software engineering leads and division heads to align hiring plans with business needs.
  • Set up and track hiring dashboards, performance metrics, and service-level targets, with a steady-state goal of closing six positions each month.
  • Run outbound sourcing campaigns using LinkedIn Recruiter, boolean search methods, referrals, and community-based talent channels.
  • Improve the quality of candidates entering the funnel and strengthen conversion at each hiring stage.
  • Help build the talent acquisition function by designing processes, tools, and frameworks that support hiring at scale.
  • Deliver a metrics and SLA framework within the first 90 days.
  • Keep one clear source of truth for open positions and hiring priorities.
  • Ensure the People team, hiring managers, and leadership remain aligned throughout the hiring process.

Requirements

  • Proven in-house talent acquisition experience, with independent ownership of the complete hiring lifecycle including sourcing, screening, interviews, offers, and closure.
  • Strong practical sourcing ability, including direct outbound campaigns through LinkedIn Recruiter, boolean search, and community networks, backed by results from previous work.
  • Background in hiring for technology roles, including successful placements in software engineering, product, or design, plus the ability to assess technical talent, level candidates accurately, and manage expectations with engineering stakeholders.
  • Experience creating talent acquisition processes or tools from the ground up in a startup or fast-growing organisation.
  • Exposure to employer branding, employee value proposition work, or candidate experience initiatives.

Working style and culture

  • Strong ownership and autonomy, with encouragement to share ideas and help shape future direction.
  • A bias toward rapid prototyping and testing ideas early instead of spending too long debating them.
  • Flexible work arrangements designed to support productivity and team needs.
  • Continuous learning through yearly learning months, hackathons, and exploration of new technologies and frameworks.
  • A mission-led environment focused on building public-good solutions for Singapore residents.

Projects and impact

Some of the products developed by OGP include FormSG, a no-code form builder used by 44,000 public officers and responsible for more than 58 million secure submissions since 2017; RedeemSG, a digital voucher platform that has powered $4.2 billion in government voucher spending across 211 campaigns, including $449 million in SG60 Vouchers in one quarter; and Scamshield, a mobile app with 1.53 million installs that helps people check suspicious calls and messages and report scams, while identifying new scam numbers in an average of 0.45 days.

Additional information

OGP also shares more of its products through its public product overview.
