The COO serves as a public-facing leader, works closely with community stakeholders, and ensures that programs operate efficiently, effectively, and in compliance with required standards.
The position carries accountability for the performance, growth, and regulatory compliance of all programs. It also involves assessing organizational results, improving the use of resources, and developing partnerships and coalitions with organizations, businesses, and community members to support engagement and address community needs.
Because this is a critical leadership position, the COO must be available and present during emergencies and adverse conditions.

- Lead, coach, and support program teams.
- Maintain compliance with applicable standards, laws, and regulations.
- Create and execute strategic plans aligned with organizational goals.
- Prepare and manage the annual operating budget for community services.
- Build and sustain relationships with local government, nonprofits, businesses, and other community partners.
- Represent the organization in public forums, meetings, and events, and serve as an organizational spokesperson.
- Spot opportunities to expand and strengthen community services.
Qualifications
The ideal candidate has a degree in Public Administration, Community Services, Social Work, or a closely related discipline; a master’s degree is preferred.
Applicants should bring strong leadership and management experience, a history of success in a comparable executive role, and demonstrated strengths in strategic planning, program oversight, and organizational development.
A solid background in budgeting, financial stewardship, program design, and implementation is required, along with strong project management abilities.
Familiarity with local, state, and federal regulations related to disability rehabilitation programs is important.
The role also calls for a clear commitment to the organization’s mission and values.
Compensation and Benefits
Pay is based on experience. The benefits package includes employer-paid health, dental, vision, life, and disability insurance, along with paid holiday, sick, and vacation time.
Additional Requirements
Applicants must be willing to complete criminal history and fingerprint checks for both Oregon and Idaho. Employment references and a pre-employment drug screen are also required.

The organization considers all qualified applicants without discrimination based on race, color, religion, sex, sexual orientation, gender identity, national origin, disability, or veteran status.
WITCO Inc. is an equal opportunity employer.
