Job description
Role summary
This position is for an experienced Construction Supervisor in Electrical & Instrumentation (E&I) to lead site construction works on major onshore oil and gas developments in Qatar. The role is based at site and focuses on safe, efficient delivery in line with project requirements, quality expectations, and applicable regulations.
Site leadership and HSE
- Take ownership of HSE leadership on site and ensure all activities follow safety rules and project-specific controls.
- Build and reinforce a strong safety mindset among the workforce, with strict compliance to Permit-to-Work procedures, including isolation and Lock-Out/Tag-Out practices.
- Act as an authorised Work Permit Approver and verify that all permit conditions are fully met.
Construction supervision
- Direct EPIC contractors during construction so that work remains aligned with specifications and approved timelines.
- Coordinate contractor mobilisation and confirm that manpower, equipment, and materials are deployed effectively.
- Carry out routine site checks on work progress, personnel, and equipment to confirm compliance with contractual and HSE obligations.
- Examine and approve contractor documents such as method statements, risk assessments, and material requisitions.
Electrical and instrumentation oversight
- Oversee the installation, testing, and commissioning of electrical systems such as transformers, switchgears, bus ducts, and UPS units.
- Monitor instrumentation and control system works, including related infrastructure and interfaces.
- Supervise cable tray installation, power/control/fibre optic cabling, and all termination activities.
- Ensure proper execution of fire alarm, CCTV, and telecom system works.
- Review the installation of control panels, junction boxes, earthing systems, lightning protection, and associated testing.
- Track cable routing, diversion, splicing, loop checks, and final testing activities.
- Oversee cathodic protection installation and testing activities.
Inspection, testing, and commissioning
- Participate in and endorse Requests for Inspection in line with approved Inspection and Test Plans.
- Witness Site Acceptance Testing and pre-commissioning activities.
- Lead system walkdowns and support Mechanical Completion tasks.
- Compile and control punch lists until final handover is ready.
Coordination and reporting
- Liaise with construction leads, QA/QC teams, HSE staff, contractors, and other stakeholders to keep work moving smoothly.
- Share regular updates on safety, quality, progress, and site issues, along with practical improvement suggestions.
- Maintain accurate daily progress records and flag any deviations or risks.
- Contribute to the preparation of as-built documentation.
Qualifications and experience
- A Bachelor’s degree or diploma in Electrical or Electronics Engineering from a recognised institution is required.
- Additional QA/QC training will be considered an advantage.
- Applicants should have 12 to 15 years of relevant E&I construction experience in onshore oil and gas projects.
- Hands-on exposure to greenfield and brownfield environments, live plant tie-ins, substation construction, and control room construction is expected.
- Experience in inspection, testing, and pre-commissioning is required.
- A minimum of 10 years working with EPIC contractors at Superintendent level is expected.
- Prior experience as a Client or PMC Senior Supervisor is beneficial.
- Experience in GCC countries, especially Qatar, is highly desirable.
- Working knowledge of standards and codes such as QCS, ACI, AISC, BS, EN, ISO, ASTM, and Shell DEP or equivalent is needed.
- Experience with high-voltage systems is preferred.
- The ability to interpret engineering drawings, layouts, and specifications is essential.
