About the Role

Winner Engineering Pte Ltd is looking for a Digital Cost Analyst who is keen to build modern digital capabilities in quantity surveying, data handling, and analysis for MEP, HVAC, and ACMV systems. The role supports sustainability-focused and green initiatives and is designed for someone interested in growing with changing industry practices.

Reporting Line

This position reports to the QS Manager.

Role Objective

The main aim of the job is to contribute to the tendering process and help the company secure project wins.

Key Work Areas

The role covers quantity surveying, cost estimation, budgeting, contract administration, and procurement. The person in this position will gather and analyse data to support cost planning and project delivery.

Cost Estimation and Budgeting

You will prepare detailed and strategic cost estimates for tenders and projects by reviewing project specifications, market pricing, and labour costs. These estimates should be turned into clear outputs and insights that support tender submissions and improve the chances of winning work.

Contract Administration

In coordination with the Contract Manager, you will help prepare and review contract papers, tender documents, and bills of quantities. This work must align with BCA requirements and Singapore’s regulatory standards to ensure compliance throughout the work process.

Procurement Management

You will liaise with suppliers, contractors, and consultants to support the sourcing of materials, equipment, and services while balancing cost efficiency and quality expectations.

Requirements

The ideal candidate should hold a diploma or degree in Mechanical Engineering, Electrical Engineering, Sustainable Infrastructure in Building Services, Quantity Surveying, or a related discipline. Experience in MEP, HVAC, or ACMV is a plus, as is familiarity with data analysis concepts. Exposure to modern digital tools such as modelling take-off software, RPA, advanced Excel or Google Sheets, Microsoft tools, and AI/ML-based solutions will be an advantage. Strong English literacy and a willingness to learn in a fast-changing industry are also important.

Additional Information
