Role Summary

The Learning & Development and Performance Management Officer will lead the company’s employee development agenda and oversee performance management activities. The role is centered on learning and development, including identifying training gaps, designing learning programs, supporting capability building, managing digital learning tools, coordinating compliance training, and contributing to overall performance improvement.

This position calls for a proactive professional who is comfortable with technology, highly organized, and able to improve employee development outcomes while supporting broader organizational performance goals.

Learning & Development Responsibilities

  • Carry out annual and periodic training needs assessments across departments.
  • Create and roll out annual learning and development plans that support business objectives.
  • Build competency development structures and initiatives that strengthen employee capabilities.
  • Develop focused learning interventions that support succession planning.
  • Run onboarding, induction, and orientation sessions for new employees.
  • Plan and coordinate regulatory, compliance, technical, leadership, and soft-skills training.
  • Make sure all mandatory and statutory training is completed on time.
  • Prepare training schedules and monitor adherence to them.
  • Coordinate both internal and external training activities.
  • Administer and improve learning management systems and other digital learning platforms.
  • Automate training records, tracking, and reporting processes.
  • Encourage the use of e-learning, virtual learning, and blended learning methods.
  • Keep training databases and learning records accurate and up to date.
  • Prepare training analytics and performance-related reports.
  • Measure the effectiveness of training and the learning outcomes achieved by employees.
  • Monitor attendance, completion levels, and improvements in competency after training.
  • Carry out post-training evaluations and return-on-investment reviews.
  • Research and recommend ways to continuously improve learning initiatives.
  • Increase employee participation and engagement in learning activities.

Performance Management Responsibilities

  • Coordinate the organization’s employee appraisal process.
  • Work with the HR Manager to develop and implement performance management frameworks.
  • Track the completion of performance reviews and related timelines.
  • Support managers in defining KPIs and employee development goals.
  • Follow up on performance improvement plans and employee progress.
  • Prepare performance management reports and analytics.
  • Assist in the rollout of employee recognition and development programs.

HR Administration Responsibilities

  • Support employee onboarding, confirmations, transfers, exits, and documentation management.
  • Help ensure compliance with HR policies, procedures, and labor laws.
  • Participate in employee engagement and welfare activities.
  • Coordinate HR communication and maintain confidential employee records properly.

HSE and Compliance Responsibilities

  • Coordinate health, safety, and environment training and awareness sessions.
  • Support the implementation of workplace health and safety procedures.
  • Conduct safety inductions and toolbox talks.
  • Assist in obtaining permits, certificates, and other compliance documents.
  • Lead internal and external QMS and HSE audit activities.
  • Prepare audit files and compliance evidence for reviews.
  • Track the closure of audit observations and corrective actions.
  • Ensure HR and training records are ready for audits at all times.

Qualifications and Experience

  • A bachelor’s degree in Human Resource Management, Organizational Development, Industrial Psychology, Business Administration, or Education.
  • CHRP certification.
  • Occupational Health & Safety certification.
  • Training of Trainers (TOT) qualification.
  • Certification in Instructional Design or Learning & Development.
  • Hands-on experience with LMS, HRIS, or digital learning platforms.
  • At least 4 years of experience in Learning & Development, HR administration, and performance management.
  • Experience supporting HSE compliance, coordination, and audit-related activities.
  • Strong command of Microsoft Office Suite.
  • Ability to analyze data, prepare reports, and solve problems effectively.
  • Experience managing learning and development programs, training facilitation, and coordination.
  • Strong commitment to innovation and continuous improvement.
  • Excellent communication, interpersonal, employee engagement, and facilitation skills.
  • Capacity to balance multiple priorities across L&D, performance management, and operational HR support.
  • A technology-oriented approach with a focus on process improvement.
