Job description

Role purpose

This position is accountable for directing planning, performance management, and corporate excellence activities for the directorate. The role ensures the complete performance management cycle is carried out effectively, covering strategic and operational planning, balanced scorecard design, KPI target setting and cascade, performance tracking, and reporting. It also supports audit readiness, risk alignment, quality standards, and Integrated Management System (IMS) requirements, while promoting disciplined governance, transparency, and ongoing improvement in line with ADNOC’s corporate objectives and assurance frameworks.

Key responsibilities

  • Direct the corporate planning and performance cycle for PNI&BS, including long-range strategy, annual planning, scorecard creation, cascade, and monthly reviews.
  • Design and put in place strategic plans that support business goals and organizational priorities.
  • Work with cross-functional stakeholders to keep departmental targets aligned with the wider corporate strategy.
  • Own the performance agenda for Corporate PNI&BS and keep it aligned with group strategy and executive priorities.
  • Oversee KPI governance for PNI&BS functions, ensuring consistency with corporate performance systems and integrated business planning cycles.
  • Lead the target-setting process for business development, including creation of new KPIs and review of existing targets using priorities, strategy, market conditions, and trend benchmarking.
  • Track monthly outcomes, interpret performance data, spot gaps and deviations, and support timely decisions and escalation.
  • Protect the accuracy, integrity, and validity of performance data submitted by end users for the corporate performance contract and senior management directives.
  • Manage quarterly outlook and recovery planning cycles to drive forward-looking corrective action.
  • Oversee deployment of performance management systems and related processes.
  • Ensure compliance with internal policies, procedures, and regulatory obligations.
  • Lead improvement initiatives that strengthen efficiency and effectiveness.
  • Manage, coach, and develop planning and performance management staff.
  • Support change management activities and related execution.
  • Collect, consolidate, and analyze business development performance information for periodic corporate reporting to senior leadership and other stakeholders.
  • Build a strong quality culture across the directorate by applying excellence methodologies such as TQM or EFQM and ensuring alignment with corporate quality directives and programs.
  • Promote self-assessment practices, maintain a single audit repository, and coordinate audit/assurance activities to ensure findings are closed on time and internal controls are continually strengthened.
  • Lead internal and external audit coordination and risk-related activities within the function, maintain governance and regulatory compliance, and act as the primary liaison for audit and assurance matters with relevant stakeholders.
  • Plan and supervise departmental people and resources in a cost-conscious way so approved operational plans are delivered in line with division objectives.
  • Build capability, professional growth, and innovation within the department, including personal development plans, succession planning, and talent pipelines in coordination with Human Capability Group, with emphasis on UAE Nationals to support Emiratization targets.
  • Contribute to division budget preparation and monitor spend against approved budget levels.
  • Investigate and reconcile major budget variances to support cost control and performance management.
  • Implement approved policies, systems, standards, procedures, and internal controls to support departmental work programs and align with company and international standards.
  • Apply the company performance management system for department staff and monitor achievement of departmental KPIs under the annual performance contract and balanced scorecard.
  • Review and recommend an effective department structure that uses human capital well and incorporates sustainability into ongoing work practices.
  • Develop and run an excellence and improvement model for the function, including assessment, refinement, and innovation activities.
  • Encourage an innovation mindset and continuous process improvement to raise business excellence.
  • Implement business excellence procedures such as customer satisfaction, documented information control, legal compliance, and unified value project processes across divisions and departments.
  • Manage change, risk, and internal controls implementation.
  • Support an HSE culture by ensuring compliance with relevant HSE rules, controls, legislation, sustainability guidelines, and ADNOC Code of Practices.
  • Ensure proper HSE induction and training for department employees.
  • Prepare management information systems outputs and progress reports that give leadership timely and accurate information for decision-making.

Qualifications and experience

  • A bachelor’s degree in Business Administration, Economics, or a related discipline is required; an MBA or equivalent advanced degree is preferred.
  • At least 15 years of experience in planning and performance management is required, including a minimum of 7 years in progressive managerial roles within a large organization, preferably in the oil and gas sector.
  • Strong knowledge of strategic project planning and development is expected.
  • Working knowledge of laws and regulations relevant to the division is required.
  • Solid management capability across functional disciplines is needed.
  • Professional certifications such as PMP, Six Sigma, or similar are preferred.

Additional information

This role requires regular coordination with internal senior leaders, group company management, and reporting team members, as well as engagement with external stakeholders, consultants, and industry partners.

The position also carries responsibility for budget monitoring, departmental structure review, corporate reporting, quality management, audit assurance, risk management, HSE compliance, sustainability support, and the development of talent and succession pipelines.
