Role overview
The Operational Risk Manager will oversee all risk-related matters for the Jubail compounds. The role requires close coordination with Royal Commission Security and active participation in all meetings related to compound security.
About the project
Bechtel has supported major global projects since 1898, delivering infrastructure, energy, mining, nuclear, security, environmental, manufacturing, and technology work across 160 countries. In Jubail, the company has managed one of its most significant long-term programs in the Eastern Province of Saudi Arabia since the mid-1970s. Acting as the Management Services Contractor and EPC manager for the Royal Commission, Bechtel oversees design submissions and construction delivered by local contractors and subcontractors across Jubail and Ras-Al-Khair Industrial Cities. The renewed contract in June 2021 extends work focused on residential communities, landmark buildings and bridges, site preparation, commercial facilities, mosques, schools, hospitals, sports venues, clinics, universities, utility infrastructure, roads, highways, and port and pipeline expansions.
Work arrangement
This is a single-status position and is based in Jubail. The telework classification is full-time office/project, and relocation is authorized for national or international candidates as a single person only.
Key responsibilities
- Oversee risk-related activities at the project and jobsite level.
- Keep management updated on key achievements, risks, issues, and concerns.
- Build and maintain professional relationships with law enforcement, security bodies, foreign operations teams, corporate operational risk groups, and third-party information sources to gather timely threat intelligence and guidance.
- Support travel safety, work-site feasibility, incident response, and evacuation planning for Bechtel personnel and interests.
- Roll out risk awareness and training programs that help employees protect themselves and their families at work, at home, and in other places they use regularly.
- Lead specialized training for gatehouse staff.
- Monitor and assess assigned personnel performance, and advise functional management on staffing and compensation matters.
- Carry out additional duties assigned by the supervisor or Corporate Operational Risk team.
Experience and qualifications
- A degree or diploma plus 10 to 13 years of experience, or 14 to 17 years of relevant work experience.
- Background in security, risk, military service, or a closely related field.
- Strong verbal and written communication skills.
- Proven ability to lead teams, make independent decisions, and approach problems with a troubleshooting mindset.
- Comfort working in a culturally diverse environment while respecting differences.
- Strong results orientation and ability to resolve problems effectively.
Required knowledge and skills
- Prior Bechtel operational risk experience.
- Threat assessment and analysis.
- Evacuation planning and update management.
- Drafting operational risk policies and procedures.
- Working with external security agencies.
- Preparing briefings and presentations.
- Knowledge of industry best practices.
- Experience with CCTV and alarm systems.
- Proficiency in Microsoft Office applications.
- Ability to work with difficult people and handle challenging situations.
- Fast, sound decision-making in critical situations.
- Strong stakeholder management across internal and external groups.
- Practical, solution-focused, and delivery-oriented approach.
