Overview
The Department of Business & Neighborhood Services (DBNS) serves as the City of Indianapolis and Marion County’s lead agency for business licensing, residential and commercial permits, and enforcement of the Consolidated City and County ordinances. Its mission is to safeguard and enhance the quality of life for people and animals in Indianapolis by fostering a productive, cooperative, and compliant workplace.
Role Summary
This role focuses on technical review of infrastructure plans and permit issuance to ensure alignment with federal, state, and local laws, ordinances, engineering codes, specifications, and practices. The position handles plan reviews tied to permits, coordinates with internal and external departments, resolves violations, maintains accurate records, and provides preliminary permit review. It also responds to questions from the public by phone, online, and in writing about permits, codes, ordinances, and procedures.
The job includes oversight of engineering work related to critical infrastructure development and improvement for private development in the City of Indianapolis. The role requires planning, organizing, evaluating, and completing major projects in environmental, transportation, and construction engineering. Strong independent judgment, initiative, and resourcefulness are essential. Computer tools such as ArcView, ArcInfo, and Pictometry are used to maintain and update the Geographic Information System in the Bureau of License and Permits.
Responsibilities
- Evaluate and approve permits for commercial, industrial, and residential work involving sanitary, stormwater, driveway, transportation, floodplain, and right-of-way matters.
- Interpret codes, ordinances, and procedures to determine how requirements apply in each case.
- Maintain accurate permit records and related documentation.
- Continuously look for ways to improve workflows, shorten turnaround time, and support smooth customer service.
- Investigate permits issued incorrectly or based on inaccurate information and revoke them when needed.
- Serve as a witness in court or give testimony about issued or revoked permits.
- Help customers understand permit procedures, codes, and ordinance requirements.
- Support the onboarding and training of new Project Compliance Analysts.
- Respond to inquiries submitted through the internet, phone, and written correspondence.
- Process and route forms needed for submittals and approvals related to development in designated Wellfield districts.
- Coordinate with Inspections, Current Planning, Information Services, Township Administrators, supervisors, managers, and other departments on case issues, issued permits, revoked permits, and related procedures.
- Investigate complaints, questions, and potential permit violations and work toward resolution.
- Draft and maintain standard operating procedures for permit review, permit issuance, and related processes.
- Participate in ongoing training to build and strengthen job-related skills.
- Prepare and implement reports.
- Handle contract management duties.
- Coordinate with neighboring and affected counties as well as state and federal agencies.
- Attend meetings on complex and sensitive economic development matters.
- Take part in development and planning meetings and guide developers on required standards and processes.
- Start and manage enforcement actions.
- Work with Civicnet on current and new web-based applications.
- Review recorded plat documents from Current Planning to confirm compliance with infrastructure requirements.
- Examine and coordinate plans and legal documents needed for infrastructure development approvals.
- Analyze ordinances and recommend revisions.
- Participate in Accela Review Team meetings and review proposed system changes and improvements.
- Create and apply policies and procedures that improve cross-agency coordination.
- Assess and recommend updates to integrated computer applications.
- Provide engineering guidance in drainage, floodplain development, right of way, sanitary sewer construction, and street construction.
- Collect overdue fees related to residential and commercial infrastructure reviews.
- Review regulated drain encroachment petitions for ordinance compliance, standards, and completeness before submission to the Board of Public Works.
- Prepare recommendations and supporting documentation for Board of Public Works decisions on regulated drain encroachment petitions.
- Respond to floodway and floodplain questions tied to specific properties and the Federal Flood Insurance Program.
- Coordinate public and private infrastructure improvement efforts.
- Speak publicly when required.
- Oversee the single-family inspection and infrastructure process.
- Maintain legal documents, as-built plans, and other records connected to public and private infrastructure construction.
- Help select and evaluate reviewing and inspection consultants, and manage consultant reviews and inspections.
- Perform additional related duties as assigned.
Qualifications
A bachelor’s degree in a related field is required, although one year of relevant experience may be substituted for one year of formal education. The candidate should be able to build knowledge of applicable codes, ordinances, and procedures; handle a heavy and varied workload; review plans and specifications to identify required permits; and read blueprints, plans, and technical documents.
The role also requires the ability to explain and apply ordinances, codes, and procedures clearly in oral and written communication, including on technical, complex, or sensitive topics, with inspectors, engineers, contractors, and members of the public. Candidates must be comfortable using a computer and learning related software applications, hold a valid driver’s license, and be able to earn and maintain certification in the approved discipline as directed by the Director of Code Enforcement.
Working Conditions
Most work is done in a typical office setting. At times, the role also requires fieldwork at construction sites, where exposure may include weather, noise, dirt, machinery, and similar conditions.
