Role Overview

Steer is hiring a Proposal Manager to own the creation, coordination, and quality control of the firm’s proposals. The role focuses on producing persuasive, compliant submissions that arrive on schedule, while also improving the systems, templates, and content that help the team stay competitive.

You’ll collaborate with technical leaders, marketing, and senior leadership to turn ideas into polished submissions and embed strong proposal practices across the business. High-priority or high-value proposals will be created in InDesign, while others will be prepared in Word or Google tools.

Proposal Production and Coordination

  • Take responsibility for the full proposal lifecycle from kickoff through final delivery.
  • Track timelines, milestones, deadlines, and submission rules across several active pursuits at once.
  • Bring together technical leads and other contributors so content is delivered on time and to a high standard.
  • Draft, refine, and assemble proposal content so the message is clear, consistent, and tailored to client needs.
  • Run compliance checks to confirm every submission follows RFP/RFQ requirements.
  • Organize review cycles such as pink, red, and gold team reviews to raise the quality and competitiveness of submissions.
  • Handle final formatting, packaging, and submission delivery.

Proposal Strategy and Content Development

  • Improve proposal effectiveness and speed by maintaining templates, resumes, and project profiles.
  • Work with leadership on win themes, positioning, and messaging strategy.
  • Capture insights from completed pursuits and convert them into better processes.
  • Help build reusable content libraries to improve efficiency and consistency.
  • Use AI tools to support faster and more consistent proposal production.

Additional Responsibilities

  • Support the wider sales and marketing team when needed so team responsibilities remain covered.

Experience and Qualifications

Steer expects this role to suit someone with roughly 2 to 4 years of experience in proposal management, marketing, or business development support. Candidates are encouraged to apply even if they do not meet every qualification listed.

  • Strong writing and editing ability, with the skill to create clear, persuasive, and well-organized content.
  • Proven project management experience, especially with multiple deadlines and cross-functional coordination.
  • High attention to detail, particularly around compliance, layout, and quality assurance.
  • Strategic judgment to align proposal content with broader positioning and win strategy.
  • Good collaboration skills for working effectively with varied internal teams.
  • Self-directed working style suited to a hybrid in-person/remote environment.

Tools and Technical Expectations

  • InDesign experience is preferred and expected as part of the role.
  • Familiarity with design tools such as Canva is helpful; training and support will be available.
  • Strong AI proficiency is required.

Location

This position may be based in one of Steer’s North American offices, including New York City, Toronto, Vancouver, Los Angeles, or Washington, DC.

Compensation and Benefits

This is a full-time remote role with a salary range of USD 65,000 to 70,000 per year, plus benefits.
