About the Role

The Health, Safety, and Environment (HSE) Manager plays a crucial role in ensuring safe working conditions and preventing environmental incidents. This position supports executive and project leadership by overseeing and enforcing HSE programs in accordance with state, client, and organizational regulations. The manager is responsible for designing, implementing, and evaluating policies and procedures to maintain high performance standards, protect the environment, and ensure client satisfaction. Essentially, the HSE Manager acts as the primary accident prevention officer on-site.

Key Responsibilities

  • Develop, implement, and manage comprehensive health, safety, and environmental (HSE) policies, procedures, and programs to guarantee adherence to all relevant regulatory requirements and industry best practices.
  • Conduct thorough risk assessments and site audits to pinpoint potential hazards, evaluate associated risks, and propose effective control measures to prevent incidents.
  • Provide strong leadership and expert guidance to HSE teams, contractors, and all project stakeholders, actively cultivating a robust culture of safety and environmental responsibility.
  • Lead comprehensive investigations into incidents, performing root cause analyses and developing corrective action plans to prevent future occurrences and enhance overall HSE performance.
  • Design and deliver engaging HSE training programs to educate all personnel on safe work practices, emergency response protocols, and environmental obligations.
  • Continuously monitor and assess HSE performance metrics, identify trends, and analyze data to gauge progress and pinpoint areas requiring improvement.
  • Act as the primary liaison with regulatory agencies, clients, and other external stakeholders on all HSE-related matters, ensuring strict compliance with legal and contractual obligations.
  • Prepare detailed HSE reports, presentations, and necessary documentation for both internal and external stakeholders, clearly communicating key findings and strategic recommendations.
  • Champion continuous improvement in HSE performance by implementing industry best practices, incorporating lessons learned from past events, and utilizing feedback mechanisms.
  • Offer strategic advice to senior management concerning HSE-related risks, potential opportunities, and key initiatives, thereby contributing to the company's overall success and long-term sustainability.
  • Actively support the rollout of new HSE initiatives, participate in company-wide safety awareness campaigns, and contribute to the effective reporting and resolution of incidents in line with established company and Integrated Management System (IMS) policies.

Job Experience and Education

A minimum of 15 years of professional working experience is required, with at least 5 years in a managerial capacity within the HSE field. A mandatory 5 years of experience within the GCC region is also required.

Educational qualifications include a Bachelor's Degree in Engineering or a Level 6 Diploma in Occupational Health and Safety (OHS). Additionally, a Diploma in NEBOSH or Lead Auditor Certificates for ISO9001, ISO14001, ISO45001, and ISO22301 is necessary.

Additional Information

This role is based in Riyadh, Saudi Arabia, and requires full-time, onsite presence.
