Role Purpose
The Scrum Master within Information Technology is responsible for supporting the timely, transparent, and effective delivery of data-related initiatives that align with FSRA’s regulatory responsibilities. This role helps set delivery priorities, drives outcomes and value realization, and acts as the main connector between business stakeholders, delivery teams, and technology partners so that product vision, backlogs, and releases remain aligned and practical.
Agile Delivery and Scrum Facilitation
- Lead Scrum practices for one or more Agile teams working on technology solutions.
- Run core ceremonies such as sprint planning, daily stand-ups, sprint reviews, and retrospectives.
- Coach teams on Agile values, Scrum methods, and ongoing improvement.
- Build a team culture centered on ownership, collaboration, and strong delivery standards.
Delivery Management
- Remove blockers that affect team flow, pace, or delivery outcomes.
- Monitor and share Agile metrics such as velocity, sprint outcomes, and delivery risks.
- Encourage DevOps thinking, automation, and practical Agile delivery methods where relevant.
- Help extend Agile ways of working across several teams or larger programs when required.
- Guide cross-functional contributors so the final product satisfies business needs and creates value.
- Review systems integrator outputs against strategy, roadmap, design, and delivery expectations, and escalate concerns to senior leaders when needed.
- Support standardization of business processes and ensure new capabilities fit compliance and governance requirements.
- Lead business readiness work, including communications, training, and adoption planning.
Reporting and Analysis
- Track and report on team progress, capacity, and velocity, using feedback and data to improve delivery.
- Keep leadership updated on progress, risks, and dependencies through regular reporting.
- Identify important issues, blockers, or decisions early and escalate them for executive attention when required.
- Prepare presentations and status updates for leadership and steering committees covering progress, priorities, and business impact.
Quality and Release Readiness
- Review deliverables, provide feedback, and confirm whether work is ready to move forward through implementation.
- Monitor post-release product performance, adoption, and user feedback.
- Assess vendor outputs to make sure they match business expectations, quality standards, and contractual obligations.
- Watch system performance, adoption levels, and user satisfaction to identify opportunities for improvement.
- Facilitate retrospectives and carry lessons learned into future delivery practices.
Backlog Ownership
- Create, prioritize, and manage the product backlog across Agile teams using Azure DevOps.
- Keep stories, features, and dependencies organized and clearly defined.
- Validate completed functionality against acceptance criteria and confirm readiness for go-live.
Collaboration and Communication
- Work with project managers, business subject matter experts, external systems integrators, and technical teams to plan and deliver releases.
- Act as the main point of contact between business units, delivery teams, and vendors to maintain shared direction.
- Coordinate across streams to manage dependencies, align timelines, and verify deliverables.
Leadership and Coaching
- Represent IT as a key advocate across FSRA when needed.
- Spot improvement opportunities and work with teams to implement iterative changes.
- Coach and support junior product team members.
Qualifications
Education: A post-secondary degree in Computer Science, Information Systems, or a related discipline is preferred, though a comparable mix of education and professional experience may also be considered.
Experience: At least 5 years of experience in a Scrum Master or Agile Delivery Lead role within IT environments is required. Experience should include data collection systems, ETL and data pipelines, data quality and validation, and cloud or enterprise data platforms such as Azure, AWS, or data warehouses.
Technical knowledge: Experience with complex projects is important, along with a solid grasp of Microsoft Dynamics 365 and how it integrates with enterprise business systems. Strong knowledge of Scrum, Agile, and Lean delivery methods is expected, as well as hands-on use of tools such as Azure DevOps, Jira, and Confluence.
Soft skills: The role calls for strong communication and relationship-building abilities, the capacity to remove blockers through negotiation, excellent organization, flexibility in a fast-moving IT setting, familiarity with project management methods and tools, risk awareness, and the leadership skills needed to build collaboration and a positive team environment.
Employment Details
This is a regular full-time role based on a weekly schedule of 36.25 hours. The bargaining unit is AMAPCEO, the compensation grade is Grade 07-AMAPCEO, and the job code is 7A001F. The salary range for this position is $88,496.00 to $128,625.00. Only qualified candidates will be considered, and the posting closes at 12:00 AM on the closing date.
