Technical Program Manager – Infrastructure & Portfolio Delivery

Role overview

This opportunity is for a Technical Program Manager focused on infrastructure and portfolio delivery within a large external payment services and infrastructure environment. The position supports a global-scale cloud and e-commerce ecosystem and is designed as a new capability for the team, with the possibility of becoming longer term if the function proves successful.

Please note that this is an expression of interest role. The team is building a talent pool ahead of headcount approval, and shortlisted candidates may be moved forward quickly once hiring is formally opened.

Rather than owning single end-to-end initiatives, you will coordinate a very large portfolio of concurrent data center capacity and infrastructure programs. Your job will be to connect engineering teams, infrastructure delivery groups, and business stakeholders so that large deployments remain aligned and on schedule.

Key responsibilities

• Track and organize a high-volume portfolio of data center capacity workstreams, while monitoring overall health, SLA status, blockers, and key risk areas.
• Provide portfolio-level updates and summaries, focusing on governance and progress visibility rather than direct execution of individual projects.
• Bring together multiple technical teams with different priorities, including network engineering, infrastructure delivery, and broader external TPM partners.
• Create and keep up-to-date dashboards, trackers, and reporting tools that show delivery status, metrics, and escalation signals.
• Act as the main communication hub for technical and business stakeholders across multiple time zones.
• Manage issue escalation at a strategic level by understanding capacity, deployment, and signaling constraints and helping drive resolution across teams.

Requirements

• Strong stakeholder management skills with a proven ability to influence, negotiate, and align both technical and non-technical groups.
• Hands-on experience building dashboards, trackers, and metrics for managing large and complex portfolios.
• Background in delivering technical programs involving hardware, infrastructure, or software from planning through rollout.
• Bachelor’s degree in Computer Science, Information Technology, or a closely related technical field, or equivalent practical experience.
• At least 3 years of experience in program or project management within fast-moving technical environments.
• Experience partnering closely with engineering teams, such as in software development, technical leadership, network coordination, or engineering operations.
• Comfort using scheduling software, project management approaches such as Agile, Waterfall, and Hybrid, and standard office productivity tools.
• Preferred but not essential: experience with networking hardware, fiber delivery, or infrastructure delivery.
• Helpful background in data center environments, enterprise cloud infrastructure, or global payment infrastructure.
• PMP certification or a similar program management qualification is an advantage.

This position is based in Dublin, County Dublin, Ireland and is an onsite temporary opportunity.

The role is being built as a new function within the team, and there is strong potential for extension or permanent conversion depending on the success of the capability.
