Role overview
The SHEQ Manager will oversee safety, health, environment and quality activities across NSW’s marine operations, including fleet, crew and shore-based functions. The role is focused on strengthening safety culture, improving working practices, and keeping the organization’s standards aligned with both local requirements and recognized international regulations.
This position carries responsibility for maintaining and continuously improving SHEQ policies, procedures, and systems so they remain current, practical, and consistently followed across the business.
Key accountabilities
- Steer the development of NSW’s safety management system in line with the latest local and international requirements.
- Track industry updates in SHEQ regulations, standards, and best practices, and evaluate their effect on the business.
- Work with all NSW functions to ensure full compliance with SHEQ standards, regulations, KPIs, and objectives.
- Create, refine, and roll out SHEQ policies and procedures, while ensuring stakeholders follow them.
- Serve as the main SHEQ focal point for internal teams and external stakeholders.
- Manage SHEQ audits, both internal and external, including OVMSA, ISM, ISPS, and client OVID inspections.
- Support Operations in coordinating with the Flag registry and local Class authorities on audit schedules, requirements, and closure of findings.
- Coordinate with the country operations team to review and share country-specific SHEQ legislation where needed.
- Prepare monthly and other SHEQ-related reports for the organization and for clients.
- Introduce and manage local safety initiatives that support the company’s safety culture.
- Lead incident investigations, registration, analysis, reporting, and closure, and define preventive and corrective actions to prevent repeat events.
- Carry out periodic operational risk assessments, identify high-risk areas, and implement measures to improve safety and efficiency.
- Ensure vessel husbandry is maintained and ships meet NSW standards at all times.
- Oversee SHEQ-related training and certifications, including induction for existing and new employees, in line with the training matrix.
- Maintain SHEQ statistics, records, and analysis, and present updates to management when required.
- Develop and update the NSW emergency plan as needed.
- Identify safety and quality concerns and recommend practical solutions.
- Control the provision and use of PPE across NSW.
- Promote a culture of speaking up early and stopping unsafe work.
- Represent the company on SHEQ matters and work closely with the Managing Director, Fleet Manager, client representatives, and shareholders’ SHEQ managers.
- Support crewing initiatives aimed at improving health-based programs.
- Help drive safety awareness and improvement initiatives across NSW and for JV owners.
- Attend briefings and meetings with client representatives as the company’s delegate.
- Review and improve offshore operational procedures in coordination with shareholders’ SHEQ representatives.
- Actively support training programs onshore and offshore, including visits to offshore personnel in Halul.
- Exercise authority to intervene whenever there is a threat to life, safety, security, or the environment.
- Coordinate closely with QatarEnergy, its sub-customers, contractors, subcontractors, and Nakilat JV partners on HSSEQ matters.
- Ensure security requirements are followed and security risks are proactively managed as part of SHEQ duties.
- Perform any other duties assigned by the Managing Director.
Qualifications and experience
- A bachelor’s degree in Engineering, Marine/Nautical Sciences, or Safety Management is required.
- Higher education in a marine, offshore, or shipping discipline is preferred.
- Experience at sea is an advantage.
- DPA and CSO certifications are preferred.
- Recognized incident investigation and root-cause analysis credentials are preferred.
- NEBOSH or an equivalent qualification such as CMIOSH, MIIRSM, or RSP may be considered.
- Working knowledge of ISO 9001:2015 and ISO 14001:2015 is expected.
- Strong Microsoft Office skills, including Word, Excel, and PowerPoint, are needed.
- The role requires occasional travel flexibility.
- The candidate should work well in teams and remain effective under pressure in multi-stakeholder environments.
- At least 5 years of relevant HSE experience in the Oil & Gas industry, including a minimum of 3 years in a managerial role.
- Experience in towage and/or offshore operations is required.
- Experience with quality and safety management systems is essential.
