Role overview

This position is responsible for leading cost control and contract management across the full lifecycle of major infrastructure developments. The work spans planning, design, construction, and commissioning, with multiple project phases running in parallel.

You will also provide direction to team members on cost and contract management approaches, while collaborating with multidisciplinary project groups to make sure strategies are carried out effectively at each stage of delivery.

  • Prepare and manage cost estimates, budgets, and cost plans.
  • Develop and apply value engineering methods to reduce project costs without compromising quality or project goals.
  • Create strategic contract packaging and procurement approaches for large-scale development work.
  • Review tender documentation and oversee tender assessment and contract award activities.
  • Supervise post-contract administration and management work.
  • Implement cost control measures, including monitoring cost performance, handling variations and claims, and managing cost-related risks.
  • Manage contractual claims and support dispute resolution activities.
  • Drive digitalisation in the cost control and contract management function by adopting and integrating digital tools and systems to improve efficiency and delivery.

Requirements

  • A degree in Quantity Surveying, Project and Facilities Management, Building, Construction Management, or a closely related field.
  • At least 12 years of post-graduation experience in the construction industry.
  • Hands-on experience in quantity surveying and/or contract management and administration for large-scale multidisciplinary engineering infrastructure projects or complex building projects.
  • Exposure to the full project lifecycle, from planning and design through construction and commissioning, is preferred; experience with public sector projects and gateway processes will be an advantage.
  • Experience with BIM will be an added advantage.
  • Strong English communication skills, both written and spoken, with the ability to work effectively with stakeholders from varied backgrounds.
