Role overview

The Procurement Engineer will support procurement delivery for the Dukhan programme, working mainly from the Dukhan site in Qatar. This position reports daily to the Dukhan Programme Manager and functionally to the Qatar Branch Office Procurement Officer. The role focuses on ensuring procurement needs are delivered on time, keeping stakeholders informed, and helping shape sourcing approaches that improve value across the programme.

The incumbent will work closely with Dukhan department managers and team leads to understand existing and emerging needs, propose alternatives where challenges arise, and maintain visibility of ongoing and upcoming procurement activity for the Qatar Branch Office Procurement Officer.

Key responsibilities

  • Build and implement a procurement plan tailored to Dukhan while staying aligned with the organisation’s procurement governance requirements.
  • Coordinate with the Qatar Branch Office Procurement Officer and the wider procurement function so stakeholders remain updated on technical procurement activity.
  • Act as the procurement focal point for all on-base FSRs, tracking contractual performance on a day-to-day basis against the relevant commercial framework.
  • Prepare monthly performance reports on FSRs for the appropriate procurement stakeholders.
  • Analyse value for money in FSR performance and recommend opportunities for efficiency gains and future cost reductions in contract negotiations.

  • Coordinate with relevant Qatar Branch Office stakeholders, including Finance, to ensure supplier invoices are processed and paid promptly.
  • Manage supplier visits to Dukhan while observing the rules and restrictions of an active military airbase.
  • Support practical, repeatable solutions that can be implemented efficiently.
  • Produce monthly documentation covering procurement activity for UK, Qatar Branch Office, and Dukhan stakeholders.
  • Work with legal and export control teams to ensure all local procurement activity remains compliant and lawful.
  • Complete full due diligence for any new Qatari supplier before engagement.

Requirements

  • MCIPs Level 5 qualification, or progress towards that level.
  • At least 2 years of experience in a Procurement Engineer role or a closely related position.

  • Working knowledge of relevant UK and Qatar laws and regulations.
  • Strong written and verbal communication skills, with the ability to influence change and engage varied stakeholder groups.
