Role summary
This position is responsible for overseeing Hafeet Rail’s NOC activities in the UAE, working closely with the Head of Technical Coordination. The role includes reviewing and endorsing third-party NOCs so that Hafeet Rail projects can proceed smoothly from a network perspective, while staying aligned with internal policies and procedures. The objective is to protect Hafeet Rail infrastructure and operations and reduce delays or workflow interruptions.
Key responsibilities
- Coordinate with government bodies to support the acquisition of land needed for railway construction, depots, and related facilities.
- Liaise with stakeholders and follow up to gather data that informs infrastructure design for Hafeet Rail projects and prospective customers.
- Work with Etihad Rail stakeholders and technical coordinators to align activities and approvals.
- Support the creation and refinement of NOC work design criteria, procedures, and special provisions by preparing and sharing required documentation where relevant.
- Respond quickly to stakeholder questions and provide all information that falls within the scope of the role to support stakeholder satisfaction.
- Coordinate consultants and contractors to secure all required NOCs on time from internal and external stakeholders connected to Hafeet Rail’s network.
- Track delivery progress against agreed responsibilities, regularly reviewing milestones and challenging progress where needed.
- Report status updates, milestones, and expectations to stakeholders and government entities, and put contingency actions in place when required.
- Coordinate between the CAD operator and NOC engineers to prepare clear draft responses to NOC requests, following internal policies and procedures.
- Maintain incoming and outgoing NOC trackers by opening and closing new requests and tasks as needed.
- Ensure third-party NOCs are properly established and do not negatively affect Hafeet Rail projects during construction, in line with agreed standards and protocols.
- Monitor active and adopted NOCs, carry out periodic checks, and make sure expired approvals are renewed promptly to maintain compliance.
- Support the development, maintenance, and upgrades of the e-NOC and GIS systems so they remain current and effective for Hafeet Rail’s needs.
- Develop strong internal and external working relationships while representing Hafeet Rail, customers, and stakeholders as a key point of contact.
- Work with project managers to define delivery approach, milestones, timelines, resource needs, risks, issues, and funding requirements or sources.
- Attend meetings with stakeholders to discuss facility design and planning application submission processes as needed by project managers.
- Help ensure received NOCs are clearly understood, accurately translated where needed, and properly defined to avoid negative impacts on active projects.
- Drive cost efficiencies and process improvements across the project portfolio to help meet control period targets.
- Maintain the SLR by organizing stakeholder data and incoming NOC requests so information can be accessed easily, and provide administrative support to the project team, including letter drafting, translation, and meeting coordination.
- Support other Hafeet Rail business units on matters related to the job, and join routine inspections or checks when necessary to help maintain safety and quality standards.
- Take personal responsibility for health, safety, and environmental impact, and cooperate with the company and colleagues to meet legal and organizational obligations.
- Adapt to company programs and changes, including strategic initiatives, operational initiatives, and performance improvement tasks, and carry out related work as part of the role.
- Assist the organization during exceptional events such as contractor claims, dispute reviews, and arbitration participation.
- Carry out additional tasks at the company’s request, whether at the premises or remotely.
- Stay proactive in seeking relevant information from internal and external sources to deliver the role effectively and to remain informed about the company context, opportunities, and challenges.
- Contribute to continuity of work when colleagues are absent by supporting the delivery of required activities.
Requirements
- Bachelor’s degree is required; a master’s degree is preferred.
- Engineering is the preferred academic background, though Business Administration is also acceptable as a preferred field.
- At least 5 years of relevant experience is needed.
- Strong command of both English and Arabic is required.
- Professional certifications such as CIA or CPA are desirable.
Additional information
The position is full time and can be performed remotely. Candidates may be asked to support Hafeet Rail’s operations at the company premises when needed, including during extraordinary situations or specific assignments.
