Financial Controller (CFO)

About the role

Parks Victoria is seeking a senior finance leader to oversee financial control, reporting, and corporate insurance across a large Victorian public sector organisation. This role is responsible for guiding a specialist team that manages financial accounting, transactional activity, and reporting, while also coordinating the organisation’s corporate insurance arrangements.

You will provide clear, high-level financial guidance to executive leaders on performance, risks, and opportunities to improve financial management. Reporting to the Director of Finance and Business Services, the position safeguards the accuracy of financial information and processes, supports effective budget oversight, and helps ensure compliance with the Financial Management Act 1994, the Standing Directions of the Minister for Finance, and other applicable legislation and policy obligations.

The role also contributes to Parks Victoria’s broader transformation agenda by improving financial systems and processes and strengthening the foundations for governance and service delivery.

About the team

The Financial Accounting team supports decision-making, governance, and compliance through robust financial management frameworks that help lift overall organisational performance.

Key focus areas

• Lead the organisation’s financial governance, reporting, and control activities.
• Direct a team responsible for accounting, transactional support, and financial reporting.
• Oversee corporate insurance matters, including policy administration and claims management.
• Advise the executive and senior leadership team on financial performance, risks, and improvement opportunities.
• Maintain strong budget control and protect the integrity of finance data and processes.
• Drive ongoing improvement in finance systems and operating practices.

What the organisation is looking for

• Substantial experience in senior financial leadership roles within a complex organisation, ideally in the public sector.
• Strong understanding of public sector financial frameworks, accounting standards, and statutory reporting obligations.
• Demonstrated capability in leading financial accounting, reporting, audit, and budget management functions.
• Ability to give authoritative strategic advice to executive-level stakeholders.
• Experience managing corporate insurance programs, including policies and claims.
• Excellent communication and stakeholder engagement skills, with the ability to influence and build trusted relationships.
• A tertiary qualification in Accounting, Finance, or a closely related field.
• CPA Australia or CA ANZ membership, or eligibility for membership.
