Role Overview
An established infrastructure investment and delivery platform in the Middle East is looking for a senior HR leader to drive its people strategy in Abu Dhabi. The business develops, invests in, delivers, and operates major public-private partnership (PPP), concession, and long-term infrastructure assets across the region.
As the organization expands quickly, this position will shape workforce capability, talent priorities, governance, culture, and planning for a complex portfolio of infrastructure investments. The role sits at executive level and reports directly to the leadership team.
Key Responsibilities
- Create and implement the overall HR and people roadmap so it supports business expansion.
- Serve as a strategic partner and advisor to the CEO and executive leadership.
- Own executive hiring and succession planning across investment, legal, commercial, technical, procurement, and corporate teams.
- Design scalable HR structures, policies, governance processes, and organizational models.
- Manage performance, compensation, rewards, talent development, and employee engagement programs.
- Make sure all HR practices comply with UAE Labor Law and wider regional employment rules.
- Work closely with senior stakeholders in investment, project delivery, legal, and operations.
- Support workforce planning for large PPP, concession, and infrastructure initiatives across the region.
Candidate Profile
Preferred candidates are already working at HR Director, Head of HR, or senior HR leadership level in environments such as infrastructure investment platforms, PPP/concession businesses, utilities and energy developers, transportation and mobility operators, engineering and project delivery firms, or infrastructure funds and asset owners.
Requirements
- At least 15 years of progressive experience leading HR functions.
- Deep working knowledge of UAE and GCC employment laws and regulations.
- Background supporting executive leadership teams and boards.
- Exposure to investment, legal, project finance, commercial, and technical functions.
- Proven ability to build and scale HR operations in complex organizations.
- Strong ability to manage stakeholders and influence senior decision-makers.
- Arabic language ability is helpful but not mandatory.
- Experience in PPP, concession, infrastructure investment, or large project environments is strongly preferred.
