Cost Control Manager

Position Summary

Mobco Construction is looking for a seasoned Cost Control Manager to oversee cost planning, monitoring, forecasting, and financial control on major construction projects. This position plays a key role in maintaining budget discipline, improving financial outcomes, and keeping project costs aligned with scope and schedule across the full project lifecycle.

The right candidate will bring a strong civil engineering and construction cost-control background, along with at least 12 years of experience on large-scale megaprojects. The role calls for advanced analytical thinking, solid knowledge of project control systems, and practical experience in cost reporting, forecasting, and financial risk handling in contracting settings.

Key Responsibilities

Cost Planning & Budgeting

• Create and oversee project budgets together with project management and planning teams.
• Set cost baselines that reflect the project scope, timeline, and contract obligations.
• Build detailed cost breakdown structures (CBS) for each project stage.
• Assist with tendering and pre-contract work through cost estimates and benchmarking.

Cost Monitoring & Control

• Review project spending against approved budgets and highlight any deviations.
• Follow committed, actual, and projected costs across all project activities.
• Apply cost-control processes while ensuring compliance with company requirements.
• Assess cost trends and flag potential budget overruns early.

Forecasting & Reporting

• Produce monthly cost statements, cash flow forecasts, and cost performance dashboards.
• Prepare Estimate at Completion (EAC) and Estimate to Complete (ETC) forecasts.
• Carry out variance analysis to explain gaps between budget and forecast.
• Share cost updates and financial analysis with senior leadership and project stakeholders.

Contract & Change Management

• Review variation orders and change requests from a cost standpoint.
• Support claim preparation, negotiation efforts, and financial substantiation for project changes.
• Work with contracts and planning teams to evaluate the financial effect of delays or scope changes.
• Keep clear records of all cost-related contractual issues.

Project Controls Integration

• Partner with planning, procurement, and project controls teams to align cost and schedule information.
• Connect cost-control systems with project scheduling tools such as Primavera P6.
• Assist with implementation and analysis of earned value management (EVM).

Risk Management

• Spot financial risks and define mitigation actions.
• Track cost risks linked to procurement, execution delays, and scope changes.
• Support contingency planning and financial risk reviews.

Stakeholder Coordination

• Coordinate with project managers, engineers, procurement teams, and finance departments.
• Engage with clients and consultants on cost matters and reporting expectations.
• Take part in project review meetings and provide cost performance status updates.

Qualifications

• A bachelor’s degree in Civil Engineering, Quantity Surveying, or a similar discipline is required.
• At least 12 years of experience in cost control within construction and contracting environments.
• Demonstrated experience on large-scale construction megaprojects.
• Strong grasp of project controls, budgeting, and financial forecasting.
• Background in hospitality, infrastructure, or major mixed-use developments is an advantage.
• Substantial experience with construction projects in Saudi Arabia or the GCC is required.
