Role Overview

The City of Winnipeg is hiring a Payroll Processing Clerk to join Corporate Finance. This permanent, full-time position is based at 185 King Street and operates in a hybrid setup tied to the designated workplace.

Working hours are 8:30 a.m. to 4:30 p.m., Monday through Friday. The role reports to the Payroll Operations Analyst and supports payroll processing activities for all payroll groups.

Salary is offered at $2,175.74 to $2,351.98 bi-weekly under the Clerk C classification in the C.U.P.E collective agreement. The employee group is C.U.P.E, and the posting number is 127150. The closing date for applications is July 15, 2026.

About the Organization

The City of Winnipeg is one of Manitoba’s largest employers and serves more than half of the province’s population through a broad range of public services. Employees have access to competitive pay, employer-paid benefits, dental and vision coverage, pension plans, maternity and parental leave support, and ongoing learning and development opportunities.

The organization aims to maintain a workplace that is welcoming, safe, healthy, and inclusive. Flexible work options, including adjusted hours, remote work, or hybrid arrangements, may be available subject to approval. Employees approved for remote work must remain able to return to the designated work location or another in-person site when required for meetings or other tasks.

The City encourages applications from equity-seeking groups that have been historically underrepresented, including Indigenous Peoples, Women, Racialized Peoples, Persons with Disabilities, 2SLGBTQQIA+ Peoples, and Newcomers. Equity, diversity, and inclusion will be considered in selection, and Indigenous Peoples, Persons with Disabilities, 2SLGBTQQIA+ Peoples, and Newcomers will be given first consideration. Preference for internal applicants may also apply where permitted. Reasonable accommodation requests will be accepted during the hiring process.

What You Will Do

  • Process payrolls in line with applicable legislation and statutory requirements.
  • Support Employee Self-Service timekeeping by responding to questions promptly and professionally.
  • Run queries and reports to check, audit, and validate payroll information.
  • Carry out other duties that fit the classification.

Qualifications and Experience

Applicants should have completed high school and added studies in business and office procedures or office automation. A comparable mix of education and experience may also be accepted. Two years of experience in a payroll setting is required, and the Payroll Compliance Practitioner designation is preferred.

Experience with the PeopleSoft HR module, including Base HR and Time & Labour, or a similar system is needed. Background in customer service is also important. Strong interpersonal, organizational, and customer service abilities are expected, along with proficiency in Microsoft Word, Excel, and Outlook.

The successful candidate should be able to build effective working relationships with employees, civic departments, and outside stakeholders, manage difficult or tense situations with diplomacy, handle high-volume work under pressure, and meet strict deadlines with minimal supervision. Accuracy, confidentiality, careful recordkeeping, complex calculations, and clear verbal and written communication are all essential.

Knowledge of the relevant collective agreements as they relate to payroll is required. Experience with PeopleSoft is preferred. Applicants educated outside Canada must provide an official academic assessment report from a recognized Canadian assessment service at the time of application to confirm comparable credentials.

Conditions of Employment

The selected candidate must remain legally eligible to work in Canada throughout employment. If the person holds a work permit, maintaining its validity is their responsibility. A police information check satisfactory to the employer will also be required at the candidate’s expense.

Application Instructions

Applicants must submit their application online with all required documents. A current resume is mandatory, and a cover letter is also requested. Applications missing any required documentation will not be considered, and the submitted materials must clearly show how the applicant meets the job qualifications.

Online application instructions are available through the City of Winnipeg careers process, and candidates may contact 311 for help with application steps or document attachments. Only applicants chosen for interviews will be contacted.
