Role Overview
We are seeking a Procurement Lead, acting as an Owner Representative, to spearhead procurement strategy and execution for data centre projects on behalf of the Client. This Dublin-based role involves strategic oversight of consultant, contractor, and supplier procurement, ensuring robust governance, competitive engagement, clear contractual terms, and alignment with project delivery goals. Periodic travel to project sites will be necessary for key procurement milestones, negotiations, and supplier interactions. The Procurement Lead will collaborate closely with the Commercial Lead, Project Director, and technical Owner Representatives to ensure procurement decisions support cost certainty, schedule integrity, and long-term operational efficiency.
The Opportunity
This is a pivotal role within a growing portfolio of mission-critical infrastructure projects. The Procurement Lead will be instrumental in shaping procurement strategies across various workstreams, influencing critical commercial decisions, and establishing consistent procurement governance standards throughout the projects. The position offers exposure to high-value, technically complex data centre programs, demanding both strong commercial acumen and structured procurement leadership.
Responsibilities
- Develop and implement procurement strategies aligned with Client objectives for cost, schedule, risk allocation, and market engagement.
- Lead comprehensive procurement processes for consultants, contractors, and specialist vendors, from initial market engagement to contract award.
- Oversee the creation of procurement documentation, including Pre-Qualification Questionnaires (PQQs), Requests for Proposals (RFPs), tender packages, evaluation criteria, and contract documents.
- Ensure all procurement activities are synchronized with project timelines and delivery milestones.
- Coordinate evaluation processes, ensuring thorough assessment of technical, commercial, and schedule considerations.
- Assist in negotiating commercial terms, risk allocation, and contract structures to safeguard the Client’s interests.
- Verify that procurement procedures adhere to established governance protocols and internal approval frameworks.
- Serve as the main procurement liaison between the Client, commercial teams, technical departments, and external bidders.
- Collaborate with the Commercial Lead and Lead Owner Representative to align procurement strategy with the overall project delivery strategy.
- Work with technical Owner Representatives (CSA, MEP) to ensure clear scope definitions and appropriate risk allocation.
- Facilitate tender clarification meetings, negotiation sessions, and bidder engagement workshops.
- Deliver structured progress updates to senior stakeholders regarding procurement status, risks, and market dynamics.
- Identify and manage procurement-related risks, such as market capacity limitations, supply chain instability, and contractual exposures.
- Ensure clear definition and commercial balance of contractual risk allocation.
- Perform due diligence on suppliers and contractors, including assessments of financial health and capabilities.
- Confirm that procurement activities comply with Client governance, compliance standards, and internal approval processes.
- Support the development of mitigation strategies for supply chain risks, long-lead items, and price fluctuations.
- Maintain organized procurement logs, tender registers, and evaluation records.
- Prepare clear and concise procurement recommendation reports for Client approval.
- Provide regular updates on procurement schedules, commercial comparisons, and key contractual terms.
- Ensure a complete audit trail and documentation of all procurement decisions and approvals.
- Contribute to commercial reporting by supplying procurement cost data and market benchmarking insights.
- Work in partnership with Commercial, Project Management, and Schedule teams to ensure procurement decisions align with cost plans and schedule requirements.
- Support early market engagement strategies to enhance certainty for long-lead equipment and specialized packages.
- Provide procurement expertise for value engineering and cost optimization initiatives.
- Drive continuous improvement in procurement processes across the project portfolio.
- Mentor junior team members involved in procurement activities as needed.
Qualifications
- A degree in Quantity Surveying, Procurement, Supply Chain Management, Construction Management, or a related field.
- Professional accreditation such as RICS, CIPS, or an equivalent is advantageous.
- Extensive experience in procurement leadership for large-scale construction or infrastructure projects, particularly in data centres or mission-critical facilities.
Required Experience
- Demonstrated experience leading procurement processes for high-value construction contracts.
- A solid grasp of contract structures, risk allocation methodologies, and commercial negotiation.
- Experience managing intricate supply chains and interacting with international contractors and vendors.
- The ability to think strategically while maintaining meticulous control over procurement governance.
- Proficient stakeholder management skills, with the confidence to influence senior decision-makers.
