Project Coordinator and Policy Analyst

About the Role

Mile 2 Consulting is hiring a highly organized, motivated professional to support a grant-funded initiative that helps community colleges set up Medicaid billing systems for the health services they deliver. The project is backed by the ECMC and Kresge Foundations and is designed to help colleges respond to the growing student health crisis by using Medicaid reimbursements to broaden access to healthcare services.

In this position, you will help drive implementation, coordinate multiple partners, document what participating colleges experience, and support measurable progress across community colleges in three states. This role is full-time and funded for 18 months, with the possibility of becoming permanent after the grant period ends. The organization expects a long-term commitment of at least two years on the project, and future continuation may be possible depending on additional funding and related opportunities in higher education and K-12 systems.

The job is remote, but occasional travel is required for convenings and on-site support in participating states. Candidates may be based anywhere in the United States.

Compensation and Benefits

The salary range is $70,000 to $90,000 annually, depending on experience. Health coverage, retirement benefits, and paid time off are included.

Responsibilities

• Plan, organize, and deliver the community college Medicaid billing systems grant so that milestones, scope, and timelines stay on track.
• Coordinate with Medicaid billing consultants, participating colleges, and other partners to support billing setup, records management, and student eligibility identification and enrollment processes.
• Track budgets, deadlines, and project outputs, and keep deliverables moving forward.
• Partner with consultants to provide hands-on technical assistance on Medicaid systems, compliance requirements, and documentation practices.
• Create and share practical guidance for identifying Medicaid-eligible students and improving outreach and enrollment efforts.
• Help colleges measure the services they provide and calculate associated costs.
• Work with colleges and Medicaid billing vendors to monitor and quantify claim submissions according to each state’s Medicaid rules.
• Co-lead statewide communities of practice that encourage peer learning and collaboration among participating colleges.
• Organize annual in-person convenings, quarterly virtual meetings, webinars, and other collaborative events for college administrators.
• Collaborate with vendors to build the technical capability needed for an online learning community.
• Support an online space that promotes ongoing learning, engagement, and resource sharing.
• Record the experiences, barriers, and successes of participating colleges and use that information to develop case studies and state-specific Medicaid billing toolkits.
• Work with the Mile 2 CEO and Medicaid billing consultants to prepare policy reviews, financial analyses, and a final comprehensive project report.
• Ensure reports are completed and submitted on time for funders and other stakeholders.
• Develop and maintain effective working relationships with college leaders, state Medicaid officials, and other key organizations.
• Advocate for state policy improvements that make Medicaid participation easier for colleges.
• Encourage colleges outside the core cohort to adopt the project’s tools and resources.

Requirements

• At least 3 years of experience in project management, project coordination, or policy analysis, ideally in healthcare or education settings.
• Proven ability to manage complex projects involving multiple stakeholders.
• Experience with Medicaid programs or other federally funded initiatives is strongly preferred.
• Strong organizational ability and project management discipline.
• Comfort leading trainings, workshops, convenings, or other facilitation-based sessions, with strong communication skills.
• Ability to use data tracking and reporting tools effectively.
• Experience working collaboratively with diverse teams and stakeholders.
• Capacity to communicate clearly with state and district leaders across different roles and levels of seniority.
• Willingness and ability to travel periodically for in-person meetings and on-site support.
• Commitment to improving equity in health and education.

Additional Information

This is a remote position open to candidates anywhere in the United States. Periodic travel to each of the three participating states is required.
