Data Analyst

Position Summary

The Data Analyst role focuses on turning data into practical insights that help shape City policies and improve day-to-day operations. This position supports performance improvement initiatives and innovation programs, advises department leaders with business intelligence, and creates data visualizations that help City leaders and residents understand how government is functioning. The role also contributes to the rollout of artificial intelligence tools and workflow automation for City staff, helps advance Digital Twins and other emerging technology efforts, improves analytical and work processes across the City, and supports data management, data governance, and data engineering work within the Data Services Team.

Qualifying Requirements

Applications are reviewed to determine whether the candidate meets the qualification standards for this position. Eligibility decisions are communicated by email.

To qualify, applicants must show at least two years of full-time experience in information science, economics, technology, engineering, or a related field. Part-time experience will be adjusted proportionally.

A bachelor's degree from an accredited institution in Computer Science, Information Science, Economics, Engineering, or a related discipline must also be demonstrated.

Education, training, and/or work experience may be combined on a year-for-year basis to satisfy the total qualifying requirement, which is six years overall.

Civil Service Examinations

Candidates who meet the qualifying standards will receive an admission letter when applicable for the required examinations. To be placed on the official Civil Service eligibility list, applicants must pass any required written and/or performance exam. No written exam, performance exam, or medical exam is required for this position. If a medical examination applies in connection with a job offer, it must be completed before hire.

Position Duties

• Collects, cleans, prepares, and analyzes data for City departments.
• Designs data-processing models and uses AI tools to help solve business problems for internal clients and initiatives.
• Communicates findings through data visualizations.
• Creates data products in Microsoft Power Platform, contributes to the Power Platform Center of Excellence, and helps automate workflows.
• Builds and supports AI tools and related initiatives.
• Conducts geospatial analysis for dashboards and visual reporting.
• Reviews analytical work and performs quality assurance for Innovation & Performance.
• Creates cloud-based pipelines from workflow automations.
• Works closely with Process Improvement, Data Engineering, Infrastructure, Applications, and other stakeholders to support analytics projects across the City.
• Researches new technologies and helps bring useful practices into City work.
• Finds opportunities to improve processes and work methods.
• Serves as a liaison and City representative with community groups involved in analytics and policy development.
• Develops style standards for analytic presentations and visual outputs.
• Applies procedures that support data privacy and governance.
• Helps shape AI strategy and governance policies aligned with City values and current technology trends.
• Partners with Operations Performance Analysts in City departments.
• Completes other related duties, assignments, and training as needed.

This is a full-time, on-site City of Pittsburgh position. The role sits within the Innovation and Performance department and is part of the City’s broader effort to improve operations through analytics, automation, governance, and emerging technologies.
