Job Purpose
This role supports business development and tendering activities in line with Enova’s values, covering the process from request for proposal through submission and post-tender follow-up. The position also involves developing techno-commercial proposals as assigned by the line manager, while protecting the organization’s best interests.
Key Responsibilities
- Work alongside the Proposals Manager and contribute to large-scale tender submissions; prior exposure to the facilities management sector is beneficial.
- Take a proactive approach to proposal preparation from the RFP stage through final submission, maintaining strong standards of accuracy and quality.
- Understand submission requirements clearly and ensure all deadlines are met according to the bid management schedule.
- Review RFP documents in detail and prepare proposal responses accordingly.
- Handle tender-related administrative activities needed for successful submission.
- Assist in resolving technical or commercial issues identified during the bid process, and escalate complex matters to the line manager for timely resolution.
- Keep the proposal library and working tools updated, including templates, certificates, manuals, and datasheets stored in the central database and electronic libraries, in coordination with relevant teams.
- Monitor tender timelines carefully and organize the necessary logistics to ensure submissions are delivered on time.
- Assess subcontractor proposals for compliance with tender conditions and prepare the technical content that needs to be included in Enova submissions.
- Follow departmental policies, procedures, standard operating practices, and instructions to ensure work is completed in a controlled, consistent, and policy-compliant manner.
- Comply with quality, health, safety, and environmental requirements to support employee safety, high service standards, and responsible environmental practices.
- Protect client information and commercial proposal details by maintaining strict confidentiality and adhering to organizational policies.
- Carry out any additional related duties or tasks assigned by the line manager.
Qualifications and Experience
- A degree in engineering is required, preferably in Civil, Electrical, Mechanical, or another engineering discipline.
- At least 5 years of experience in tendering, bids, or proposal development for projects.
- Background in facilities management and/or energy management will be considered an advantage.
- Experience preparing proposals for energy optimization and facility management solutions is preferred.
- Strong reading, writing, and typing abilities are necessary.
- Proficiency with MS Office, Visio, and other digital tools is expected.
- Technical understanding of MEP, LV, and ELV systems is required.
- Good teamwork, planning, organization, stress handling, prioritization, communication, interpersonal, self-motivation, and multitasking abilities are important.
- Excellent spoken and written English communication skills are essential.
Additional Information
This position is based in Dubai, United Arab Emirates and is a full-time onsite role. The job involves managing confidential proposal information and supporting tender submissions end to end, including administrative coordination and logistics for timely delivery.
