General Manager - Billing & Activation Platform

Role Summary

We are looking for a highly experienced technology leader to spearhead the modernization and management of our mission-critical Billing & Activation platform, which is essential to customer activation, provisioning, billing, subscription management, and settlements. This position entails overseeing the complete product development lifecycle while pioneering the transition from a legacy system to a microservices-based, cloud-ready architecture. Additionally, the role involves integrating AI technologies to enhance billing operations through intelligent automation and AI-driven customer interaction capabilities.

Core Responsibilities

• Take full ownership of the Billing and Activation applications, including strategic planning, architectural design, development, deployment, and ongoing support.
• Guarantee 24/7 uninterrupted service for activation, provisioning, recharge, subscription, billing, invoicing, and settlement systems.
• Maintain revenue accuracy and integrity across rating, charging, reconciliation, and settlement processes.
• Continuously improve customer experience by optimizing activation and recharge workflows.
• Develop and implement a phased legacy modernization strategy, migrating from PowerBuilder/.NET Framework monolithic systems to microservices and API-first cloud platforms without service disruption.
• Set technology standards, manage architecture governance, and ensure high availability, scalability, security, and disaster recovery for all billing systems.
• Manage end-to-end product development lifecycle activities, enforcing CMMI maturity and Agile delivery practices.
• Lead engineering teams working with .NET Framework/Core, PowerBuilder, ReactJS, Next.js, and RESTful APIs, and promote best development practices including DevSecOps.
• Oversee MS SQL Server databases for security, scalability, and performance, coordinating with cloud infrastructure teams for migration and resilience.
• Manage secure, robust integrations with CRM, ERP, payment gateways, OTT platforms, and other external partners, defining API and data exchange standards.
• Drive AI embedding in billing workflows, deploying autonomous AI for exception handling, anomaly detection, workflow automation, conversational AI for customer self-service, and AI-assisted software development tooling.

Candidate Qualifications

• Bachelor’s degree in Computer Science, IT, or Engineering; a Master's degree is advantageous.
• 14 to 15 years of extensive experience in enterprise IT applications focusing on development, architecture, and digital transformation.
• Proven background in leading enterprise Billing and Activation platforms, preferably within telecom, DTH, media, or subscription-based services.
• Demonstrated success in legacy platform transformations from monolithic to microservices architectures in critical revenue environments.
• Expertise in adoption and deployment of AI or intelligent automation within enterprise solutions.
• Strong leadership capabilities managing and expanding engineering teams of 15 or more members.

Skill Set Required

• Proficiency in .NET Framework and .NET Core development focused on core billing application modernization.
• Experience with PowerBuilder and migration from legacy billing environments.
• Expertise in MS SQL Server for handling high-volume transactional billing databases including tuning and disaster recovery.
• Front-end development skills with ReactJS and Next.js for billing and activation tools.
• Designing and managing REST API integrations with CRM, ERP, payment, and OTT services.
• Microservices architecture experience involving monolith decomposition, domain-driven design, and event-driven pattern implementation.
• Familiarity with cloud platforms like Azure, AWS, or GCP, including migration and service deployment.
• DevOps skills including CI/CD pipelines, automated testing, Docker, Kubernetes, and secure coding practices.
• Advanced expertise in billing domain processes: activation, provisioning, rating, recharge, subscription, and settlement.
• Application of AI technologies: agentic AI platforms, native AI architecture, generative AI, OpenAI APIs, Azure AI services, conversational AI, AI governance, and AI-assisted software development.
