Overview
The Manager of Business Development and Global Operations at Xove Consulting Services will oversee offshore business functions while driving growth across US markets. Reporting directly to the CEO, this pivotal role acts as the operational nucleus covering recruitment, staffing, client delivery, HR, vendor relations, and overall business functions.
Key Responsibilities
- Assist the CEO in growing Xove's US consulting and staffing services by developing client and partner relationships across Direct Clients, MSPs, VMS, Prime Vendors, and other partners.
- Lead full recruitment cycles including sourcing, screening, interviewing, negotiating, onboarding, and managing consultant engagement to fulfill client workforce needs.
- Oversee staffing delivery by managing open roles, ensuring SLA adherence, enhancing candidate quality, scheduling interviews, and resolving escalations.
- Manage day-to-day operations in India including HR administration, payroll coordination, attendance, compliance, office and vendor management.
- Serve as the key offshore contact for clients, fostering consultant retention through regular engagement and issue resolution.
- Develop and maintain strategic vendor partnerships, evaluate performance, negotiate terms, and expand recruitment channels.
- Recruit, mentor, and train recruiting teams; define performance metrics and build a high-efficiency culture.
- Drive process improvements through SOP development, deploying ATS/CRM systems, introducing AI tools, and enhancing operational efficiency.
- Prepare detailed executive-level reports covering various operational and business metrics such as sales pipeline, revenue forecasts, consultant utilization, and client satisfaction.
Required Qualifications
- Bachelor's degree in Business, HR, Engineering or related field; MBA is preferred.
- 8 to 12+ years in U.S. IT staffing, recruitment, delivery operations, or business development roles.
- Expertise in U.S. staffing recruitment models including Direct Clients, MSPs, VMS, and Prime Vendor frameworks.
- Comprehensive knowledge of diverse hiring models: W2, C2C, 1099, Corp-to-Corp, various work authorizations such as H-1B, OPT, CPT, EAD, Green Card, and citizenship requirements.
- Proven leadership managing recruitment and delivery functions in dynamic, startup-like environments.
- Strong negotiation, client management, communication, and execution capabilities.

- Maintain high consultant placement and retention rates.
- Optimize recruitment metrics such as time-to-fill, submission-to-interview ratios, and joining ratios.
- Achieve high consultant utilization and delivery SLA compliance.
- Improve recruiter productivity and operational efficiency through data-driven management and process standardization.
Career Progression
- This leadership role offers an advancement pathway from Manager to Senior Manager and eventually Director of Global Operations based on sustained performance and growth of the company.
