Role Overview

This senior proposal lead position involves managing the end-to-end bid process for water-related projects across the Asia-Pacific region, particularly Southeast Asia. The successful candidate will leverage technical expertise in industrial wastewater, desalination, and zero liquid discharge (ZLD) systems, along with sharp commercial insight, to craft winning proposals. The role requires coordination with various departments to ensure timely and compliant submissions that meet customer specifications.

Key Responsibilities

  • Lead the preparation of techno-commercial proposals for industrial water and wastewater projects, including desalination and ZLD systems.
  • Analyze requests for quotations (RFQs), tenders, and customer requirements to determine proposal scope, strategy, and competitive positioning.
  • Collaborate across engineering, project management, procurement, and finance teams to deliver comprehensive and compliant bids on schedule.
  • Develop cost estimates, technical documentation, project schedules, and evaluate risks associated with proposals.
  • Engage in bid clarifications, client meetings, and negotiation activities as necessary.
  • Enhance pricing tools, proposal templates, and cost databases to streamline proposal processes.
  • Assist regional business development through market intelligence and provide bid/no-bid evaluations.

Qualifications and Experience

  • Minimum of 10 years’ experience in the water sector, preferably within EPC, original equipment manufacturing, or technology-centered companies.
  • Proven track record in managing proposals specifically for industrial wastewater, ZLD, and desalination projects.
  • Strong technical expertise in process engineering design and cost estimation.
  • Degree in Chemical, Environmental, Mechanical Engineering, or a closely related discipline.
  • Knowledgeable about Southeast Asian industrial and regulatory environments, with practical experience in markets such as Singapore, Malaysia, Thailand, Vietnam, Indonesia, and the Philippines.
  • Experience with membrane, thermal, or hybrid water treatment technologies.
  • Strategic thinker with meticulous attention to detail and ability to oversee multiple proposals simultaneously.
  • Self-motivated, cooperative, and adept in dynamic multicultural settings.
  • Willingness to undertake frequent travel (approximately 50%) within the Asia-Pacific region.
