Systems and Database Operations Manager

Role Purpose

This position is tasked with overseeing and managing the IT systems and database operations at Zakat, Tax and Customs Authority to ensure service delivery aligns with business needs, adhering to best practices and standards.

Key Responsibilities

• Execute and support ZATCA’s strategy with a focus on Systems and Database Operations objectives.
• Contribute to the identification of future Systems and Database Operations projects and align plans to achieve organizational goals.
• Participate in budgeting cycles and manage department resources efficiently within allocated budgets, reporting on progress and challenges.
• Support the daily operational activities of the organization's systems and databases, addressing issues promptly as per operational plans.
• Conduct periodic health checks and performance evaluations of systems to ensure optimal functionality and tuning.
• Oversee processes for data backup and archiving to guarantee data integrity and minimize data loss risks.
• Monitor security across enterprise information systems and implement information security solutions to enhance system protection.
• Manage installation, configuration, upgrades, and process implementation for software, hardware, and operating systems in line with requirements.
• Lead troubleshooting and technical support efforts to ensure timely and accurate responses to incidents and outages.
• Supervise and evaluate the impact of IT system and database change requests to minimize risks and align with IT strategy and architecture.
• Analyze performance reports of systems and databases to offer insights and suggest improvements.
• Engage in recruitment and talent acquisition efforts for key positions.
• Provide guidance, mentorship, and on-the-job training to direct reports, ensuring adherence to policies and performance standards.

Educational Requirements

• A Bachelor’s degree in Computer Science, Information Technology, or a related field is mandatory.
• A Master’s degree in Information Technology Management, Computer Science, Business Administration, or equivalent is preferred.

Experience and Competencies

• A minimum of 7 years of relevant experience, including preferably 2 years in a managerial capacity.
• Demonstrated advanced skills in IT Operations Management, Database Design and Operations, Information Systems, and Infrastructure Management.
• Proficient capabilities in IT compliance, professionalism, problem-solving for IT incidents, results orientation, and customer focus.
• Developing skills in collaboration, communication, team development, strategic thinking, operational excellence, leading by example, and enabling change and innovation.
