Construction Project Manager

Position Overview

The Construction Project Manager plays a crucial role in overseeing a diverse array of professional project management duties focused on facility renovations and new building projects. This includes managing engineering, architectural, or landscape architectural tasks, handling construction management, and capital project fiscal planning. Responsibilities extend to project planning, design review, inspections, budgeting, and scheduling multiple projects concurrently. The role also involves supervising facility maintenance, remodeling, and energy conservation efforts, while coordinating efforts across various departments and external agencies.

Key Responsibilities

• Lead and supervise professional and technical services including architectural or landscape architectural activities, construction management, fiscal planning, project design and review, inspections, scheduling, and budgeting for several projects.
• Act as the project manager for designated capital improvement projects.
• Participate in inspections and construction administrative support for capital improvement initiatives.
• Oversee and assess the work of staff and consultants managing multiple renovation and new development projects.
• Contribute to the formulation and enforcement of program goals, policies, and priorities, ensuring adherence to department guidelines.
• Evaluate and recommend improvements for service delivery methods and staffing levels within departmental policies.
• Ensure the application and enforcement of energy conservation measures within managed facilities.
• Manage landscape maintenance contracts to guarantee compliance with required standards.
• Maintain facility compliance with applicable regulations, supervise inspections, and oversee equipment repair or preventive maintenance schedules.
• Coordinate maintenance and repair activities for systems including HVAC, communication, and utilities.
• Ensure all projects comply with unified code standards, including ADA requirements.
• Serve as the primary liaison among city departments, divisions, and outside entities for assigned projects, effectively managing sensitive and complex issues.
• Assist in managing facility maintenance, energy conservation, security system upkeep, and user-related activities.
• Prepare project status updates, schedules, analytical reports, cost estimates, and budget documentation for construction projects.

Special Assignment - Aviation Department:

• Oversee administrative responsibilities and inspection services for construction projects, ensuring compliance with specifications, regulations, ordinances, and approved city plans.

Additional Duties

• Engage in professional group meetings and maintain awareness of new developments and innovations in facility operations, maintenance, and construction fields.
• Address and resolve challenging and sensitive inquiries or complaints from citizens.
• Carry out other related duties as needed.

Education and Experience Requirements

Educational and professional qualifications may be substituted on a year-for-year basis as appropriate.

For Aviation Assignments:

• Bachelor's degree in construction management, engineering, or architecture.
• At least six years of experience encompassing facility construction, architectural design/construction, or capital project management.
• Minimum of three years in supervisory roles.

Additional Mandates

• Must possess or be able to acquire a valid New Mexico Driver's License by hire date.
• Obtain a City Operator's Permit within six months post-hire.
• Aviation assignment specific: Must qualify for and maintain a Sunport Access Control Card in compliance with regulations from the Aviation Department and TSA.
• Successful completion of a security background investigation by U.S. Customs & Border Protection, if applicable.

Working Environment and Physical Demands

Work settings include office offices, field locations, and construction sites with exposure to variable conditions such as noise, dust, grease, fumes, inclement weather, and heavy machinery. There may be interaction with animals in cultural services assignments.

Job functions demand physical stamina for prolonged periods of standing, walking, or sitting.
