Job Overview and Responsibilities
This role involves overseeing project milestones and budget management throughout all stages from planning and design to construction and initial operations. The incumbent will coordinate and execute assigned projects and installations comprehensively and act as the main liaison for the District with customers as well as federal, state, and local authorities. Review and analyze financial cost reports to ensure all charges are authorized and valid, identifying unauthorized expenses and initiating corrective measures to resolve any discrepancies.
Conditions of Employment

- A probationary period of one year might be necessary.
- The candidate must hold or obtain a valid driver's license in any US state or territory and meet related Department of Defense or installation requirements.
- Travel related to temporary duty assignments is expected not to exceed 25% of working time.
Qualification Details
This position is open exclusively to US citizens.
Professional experience includes both paid and unpaid work, such as volunteer service via national programs and other organizational participation. All qualifying experience must be clearly articulated in the resume, and educational transcripts are mandatory if qualifications are based on academic credentials.
Engineering Candidates: Must meet the established basic education and experience criteria for engineers.
Architect Candidates: Must fulfill the basic educational requirements for architects.
Specialized experience requirements:
- GS-11 Level: At least one year of specialized experience supporting technical or contract management for facility design/construction projects, including helping resolve project issues—akin to experience typical for GS-09 roles.
- GS-12 Level: One year of experience managing project tasks related to facility design or construction and aiding in identifying and resolving project challenges, consistent with typical GS-11 functions.
Educational qualifications can alternatively be met by holding a Ph.D. or an equivalent doctoral degree, or by completion of three progressive years of higher graduate education in relevant fields.
A combination of education and experience may qualify applicants by aggregating percentages based on months of experience and graduate semester hours beyond the second year, reaching at least 100%.
Foreign education credentials must be evaluated and deemed equivalent to accredited U.S. degree programs by an authoritative organization.
