About the Company and Role
PBG is dedicated to offering mission-centric solutions to eliminate inefficiencies and drive transformation for federal agencies requiring agility, security, and impact. This position is located in the Washington, DC metropolitan area and operates on a hybrid schedule, with 2–3 days weekly onsite at the Customer's location, and the remaining days remote, subject to approval and program needs.
Applicants must be U.S. citizens with an active Secret security clearance. Eligibility for Top Secret/SCI clearance may be necessary based on specific assignments.
Position Overview
The Operations Manager will act as the Assistant Aviation & Operations Officer and Deputy Program Manager. The role supports aviation oversight and operational coordination consistent with U.S. Government and Customer aviation policies. Responsibilities include analytical, technical, administrative, and deputy program management functions concerning the aviation portfolio, encompassing the Diplomatic Clearance Application System (DCAS), international operations oversight, aviation safety and compliance, and liaison with Defense Attaché Offices, host-nation aviation authorities, and interagency partners. The role demands strong capabilities in aviation program management, risk and performance management, policy development, operational scheduling, and senior-level communication.
Key Responsibilities
- Manage and coordinate aviation initiatives including flight-log maintenance, airworthiness certification, documentation, and program compliance.
- Support aviation safety efforts, risk mitigation, performance monitoring, and compliance with FAA and international civil aviation requirements.
- Liaise with Defense Attaché Offices, host-nation aviation authorities, interagency collaborators to facilitate logistics, operational approvals, and accurate reporting.
- Assist in the DCAS program and oversee international aviation operations compliance.
- Maintain data accuracy in aviation tracking systems, schedules, and compliance records.
- Prepare aviation policy documents, operational procedures, reports, and briefings targeting senior leadership and interagency audiences.
- Oversee program files, operational timetables, tracking mechanisms, aviation records, and equipment inventories.
- Monitor aviation contracts, policies, compliance, financial requirements, and performance benchmarks.
- Identify process enhancements and develop metrics to improve aviation support services and operational efficacy.
- Condense technical, operational, and policy materials into actionable recommendations and decision-support documents.
- Support the management of Security Sector Assistance programs including FMF, IMET, and PKO/NSEA funding and milestones.
- Contribute to Customer-wide communication initiatives, such as weekly reports, senior staff notes, huddle summaries, and meeting documentation.
- Assist overall task order management and act as Deputy Program Manager coordinating with leadership and contractor personnel.
Qualifications and Requirements
- Minimum five years of relevant professional experience, including at least two years in military, civil, or international aviation program support.
- Experience managing aviation programs covering flight-log and airworthiness oversight and documentation compliance.
- Strong background in aviation safety, risk management, and performance measurement with solid FAA familiarity.
- Understanding of FAA regulations, international civil aviation protocols, and interagency coordination.
- Proven capability to collaborate effectively with Defense Attaché Offices, aviation authorities, and interagency entities.
- Experience drafting aviation policies, operational manuals, and executive briefings.
- Competency in managing program documentation, schedules, tracking systems, and equipment inventories.
- Proven ability to drive process improvements and develop performance indicators for aviation operations.
- Strong analytical skills to translate complex technical and policy information into clear, actionable outputs.
- Excellent organizational, verbal, and written communication skills.
- Bachelor’s degree in aviation management, engineering, international relations, or related field.
- At least four years of consulting or relevant professional experience, including a minimum of one year in monitoring and evaluation of foreign policy or security cooperation programs, in addition to the five-year professional experience requirement.
- Active PMP certification or equivalent aviation operations credential; anticipated completion dates accepted if in progress.
- Active Secret clearance required; Top Secret/SCI clearance eligibility may be necessary.
- Commitment to a sustained, long-term role on a five-year task order with limited substitution rights.
Preferred Qualifications
- Experience within a U.S. Embassy Defense Attaché Office or similar defense liaison environment.
- Advanced degree in related disciplines.
- FAA or equivalent aviation safety/management certification.
- Experience supporting federal aviation, diplomatic clearance, or security cooperation operations.
