Role Overview

The Civil Aviation Authority of New Zealand is seeking a driven and cooperative Business Analyst to join their Project Delivery and Portfolio Management team on a fixed-term contract. This position entails contributing to a variety of transformative projects by converting regulatory and operational requirements into actionable insights, clear specifications, and well-founded recommendations to guide strategic decisions.

Key Responsibilities

• Collaborate with diverse stakeholders to understand and refine business needs, turning intricate challenges into workable solutions.
• Gather, analyze, document, and validate requirements across various transformation initiatives.
• Conduct options analysis, scenario planning, and impact evaluations to provide evidence-based recommendations.
• Facilitate workshops and work alongside subject matter experts and leaders to define future operational methods.
• Support project planning, design, and execution efforts within the transformation program.
• Provide thorough analysis, documentation, and advice to project sponsors, managers, and decision-makers.
• Lead conflict resolution within business analysis activities and support problem-solving to ensure delivery success.
• Maintain accurate documentation ensuring requirements and decisions are traceable.
• Effectively communicate findings and recommendations through tailored written, oral, and visual presentations.
• Promote continual enhancement of business analysis methodologies and tools.

Transformation Programme Context

This role places you at the forefront of a significant organizational change aimed at reshaping New Zealand’s aviation regulation. With executive endorsement and a clear mandate, the transformation goes beyond incremental improvements and targets fundamental change. The contract is for one year initially, aligning with business case approvals.

Candidate Profile

• Proven business analysis experience in dynamic, complex settings.
• Formal accreditation or equivalent practical experience in business analysis.
• Strong skills in stakeholder engagement and relationship building.
• Competency in requirements gathering, documentation, and management.
• Understanding of business analysis frameworks, methodologies, and best practices.
• Excellent facilitation, analytical, and problem-solving capabilities.
• Effective communication skills, able to simplify complex information.
• Proficiency in Microsoft Office suite, including Word, Excel, PowerPoint, and Visio.
• Collaborative, adaptable, and focused on delivering positive outcomes.

Experience with Better Business Case approaches, BABOK, or IIBA certifications is beneficial.

Compensation and Benefits
