Overview
The role involves managing, overseeing, and controlling the development and implementation of various major multi-disciplinary engineering projects from initial conception through to completion and handover, mainly focusing on new plants, facilities, or modifications to existing systems. The position ensures projects are executed optimally and economically in alignment with shareholder guidelines.
Key Responsibilities
- Lead and contribute technically to proposal and conceptual development stages, coordinating design, material specifications, procurement, and contract tendering activities.
- Interface with external entities, ensuring compliance with applicable codes, practices, and standards.
- Manage Project Management Consultants, overseeing site supervision and project administration, and keeping management informed of project progress.
- Guide teams in formulating strategies for implementing major development initiatives.
- Direct project management teams through all execution phases from initiation to commissioning and startup.
- Oversee multinational contractors to guarantee projects comply with sound management principles, HSE standards, timelines, budgets, and objectives.
- Participate in or lead company-wide and divisional committees, offering expertise and guidance in one's specialization.
- Supervise multi-disciplinary engineering teams, exercising delegated financial authority as per company policies.
- Review diverse source materials and engage in meetings to establish future project requirements, assisting in drafting and refining proposals and scopes.
- Transform initial proposals into detailed, viable project plans in collaboration with user departments and divisions like Finance and Commercial Support.
- Authorize preparation of work programs, terms of reference for contractors, project standards, and procedures to establish the execution basis.
- Ensure all projects adhere to company standards and sound project management practices, controlling budgets, contracts, expenditures, and updates to plans as necessary.
- Develop and enforce project safety programs and audit compliance, implementing corrective measures to address deficiencies.
Additional Responsibilities
- Ensure safe execution of projects adhering to approved safety procedures and contractor method statements.
- Inform management about anticipated project completion dates to facilitate startup planning and authorize alternative construction studies.
- Coordinate financial aspects including currency, import duties, and forecasting related to the project.
- Participate in Tender Board meetings, monitor financial status, evaluate contractor performance, and prepare periodic progress reports covering engineering, procurement, and construction.
- Efficiently manage projects within budgets and organizational policies, preventing financial losses due to scope changes or delays.
- Maintain quality and control standards for all project-related activities.
- Develop and oversee project definitions, designs, and execution to meet company objectives.
- Maintain technical integrity and cost management of surface facilities throughout project lifecycles.
- Deliver major projects meeting HSE, quality, cost, and scheduling targets.
- Advise on acceptance or rejection of work programs and proposals related to project execution and implementation.
Qualifications
- Bachelor’s degree in Engineering or an equivalent qualification.
Experience & Skills
- At least 12 years of professional experience in project engineering and execution within oil and gas projects, including a minimum of 5 years leading multidisciplinary staff and contractors.
- Strong expertise in project management, contract knowledge, planning, and budget/cost control.
- Proven leadership abilities and project management skills.
Professional Certification
Project Management Professional (PMP) certification is required.
