Role overview
Steer is looking for a Proposal Manager to take ownership of the creation, coordination, and overall quality of the firm’s proposals. The position focuses on delivering persuasive, fully compliant submissions on schedule, while also improving the tools, workflows, and content used across the proposal process to help the team stay competitive.
In this role, you will collaborate with technical leads, marketing, and leadership to turn concepts into polished proposal materials and to embed stronger proposal-development practices across the organization. Priority proposals will be produced in InDesign, while others will be built in Word or Google tools.
Time allocation
The role is expected to be split roughly between proposal production/co-ordination and proposal strategy/content development, with additional support provided to the wider sales and marketing team as needed.
Proposal production and coordination
About 75% of the position is focused on managing the full proposal lifecycle across multiple live opportunities.
- Own the end-to-end development of proposals from kickoff through submission
- Track timelines, due dates, and submission rules across several concurrent pursuits
- Coordinate with technical staff and other contributors to ensure content is delivered on time and at a high standard
- Draft, refine, and assemble proposal content so it is clear, consistent, and tailored to client needs
- Run compliance checks to confirm all materials meet RFP and RFQ requirements
- Organize review cycles such as pink, red, and gold team reviews to improve submission quality
- Handle final production steps, including formatting, packaging, and delivery
Proposal strategy and content development
Roughly 25% of the role is dedicated to strengthening proposal systems, content, and efficiency.
- Update and maintain proposal templates, resumes, and project profiles
- Work with leadership to shape messaging, win themes, and competitive positioning
- Document lessons learned and apply them to improve future proposal workflows
- Build and maintain reusable content libraries to improve speed and consistency
- Use AI tools to improve efficiency and standardization
Additional responsibilities
- Support the broader sales and marketing function when extra team coverage is needed
Requirements
Applicants should have around 2 to 4 years of experience in proposal management, marketing, or business development support. Candidates are encouraged to apply even if they do not meet every qualification listed.
- Strong writing and editing ability, with the capacity to produce persuasive, well-organized content
- Experience coordinating projects, managing deadlines, and working across multiple teams
- Close attention to detail, especially around compliance, formatting, and quality assurance
- Ability to think strategically and align proposal content with positioning and winning strategy
- Strong collaboration and interpersonal skills for working across diverse groups
- Self-directed approach suited to an autonomous hybrid in-person and remote setting
- Experience with InDesign is preferred and required for the role, while tools like Canva can be learned with support and training
- Comfort using AI tools is required
Location
This position can be based in one of Steer’s North American offices, including New York City, Toronto, Vancouver, Los Angeles, or Washington, DC.

Compensation
This is a full-time remote position with a salary range of USD 65,000 to 70,000 per year, plus benefits.
