Job Purpose

Serve as a key leader within an integrated procurement team, managing financial risk associated with service providers across multiple projects. Lead senior procurement managers through all contract stages, from initiation to close out.

Key Responsibilities

• Assist the Procurement Director in tender negotiations focused on maximizing benefits and minimizing risks.
• Delegate tasks effectively and oversee a team of Procurement Managers to meet deadlines.
• Manage principal stakeholder contracts, maintaining regular communication with senior internal management.
• Execute procurement and cost control activities according to company policies.
• Collaborate with Department Heads to determine service needs and appropriate contracting methods, including tendering and evaluation.
• Initiate and manage procurement processes, ensuring continuous involvement and communication with requesting teams.
• Develop and maintain cost databases for benchmarking procurement expenses.
• Oversee procurement throughout project lifecycles including budget handling, claims, and variations.
• Provide clarifications on contract terms and resolve disputes with Department Heads.
• Ensure service providers comply with contract requirements during selection and finalization phases.
• Lead contract development, negotiation, and administration efforts.
• Adhere to company policies, processes, and operating procedures to ensure consistent and controlled operations.

• Commit to Health, Safety, Environment, and Quality standards to protect all stakeholders.
• Engage continuously in process improvements and innovation initiatives.

Working Relationships

Interact internally with C3 Group and externally with suppliers, subcontractors, operators, end users, and auditors as necessary.

Qualifications and Experience

• Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related discipline.
• At least 18 years of post-graduate experience, including minimum 8 years in senior commercial roles.
• Experience in large real estate development companies.
• Strong preference for candidates with mega construction project experience in UAE or KSA.

• Comprehensive understanding of the KSA construction market.
• Structured workload planning and prioritization capabilities.
• Proficient communication skills in English, both verbal and written.
• Knowledgeable in construction contracts, subcontracts, and service agreements including their application.
• Active team member attitude focused on project delivery success.
• Computer proficiency, especially with databases and spreadsheets for reporting.
• Ability to meet tight deadlines independently for timely procurement of goods and services.
• Capacity to evaluate alternative materials and solutions from a cost-effectiveness standpoint.
• Effective communication across all levels of the supply market.
