About the Team
Join Christchurch City Council’s team dedicated to enhancing the city through a comprehensive capital works program involving roading and transport infrastructure projects. This role is integral to managing and delivering these projects with excellence.
Role Overview
As part of the Professional & Technical Services Unit, you will serve as the Engineer’s Representative under NZS 3910 and NZS 3916 contracts. Your responsibilities include ensuring projects adhere to agreed schedules, budgets, and technical requirements. This position involves close collaboration with contractors, consultants, and internal teams to oversee physical works contracts, especially in roading and retaining walls.
Key Responsibilities
- Lead contract administration and certify payments, variations, and time extensions as per NZS 3910 and 3916 standards, exercising delegated engineering contract authorities.
- Identify and manage contractual risks, tender conditions, and commercial factors to facilitate successful project completion.
- Direct delivery of capital projects with values exceeding $15 million.
- Offer expert technical and contractual guidance to project personnel and contractors.
Candidate Profile
Applicants should possess strong hands-on experience in administering NZS 3910 and/or NZS 3916 contracts, with a solid record of effectively managing progress payments, variations, delays, extensions, notices, and contractual claims. Experience with construction contracts related to civil infrastructure—such as roading, transport structures, or retaining walls—is essential. While a formal civil engineering qualification is advantageous, significant practical contract administration and construction delivery experience will also be considered. The role is senior within the Contracts Management Team and may involve supervisory responsibilities over Contracts Engineers handling smaller projects.
- Demonstrated extensive experience as Engineer's Representative or Engineer to Contract under NZS 3910/3916.
- Skilled in assessing and certifying financial and contractual project elements including payments and claims.
- Familiarity with civil infrastructure construction contract administration.
- Comprehensive knowledge of construction contract risk, tender review, procurement, and documentation.
- Able to provide reliable technical and contractual advice to teams and contractors.
- Possession of a valid full driver’s licence.

- Work hours: 37.5 to 40 hours weekly.

- Salary range: NZD 126230 to 140255 annually based on 40-hour weeks, determined by experience and team salary relativities.
