Role Overview
This position is responsible for managing large-scale construction projects, ensuring compliance with regulations, and overseeing technical and contractual aspects of heavy civil works including mechanical and electrical installations. The incumbent will conduct daily site inspections, resolve technical issues promptly to prevent delays, and maintain constructive relationships with clients and external agencies.
Key Duties and Responsibilities
- Lead successful delivery of multimillion-dollar construction contracts across the assigned region.
- Verify and enforce adherence to regulatory requirements and assess engineering viability of proposed project changes.
- Review contract documents, plans, specifications, payment requests, progress schedules, submittals, and requests for information relevant to heavy civil and infrastructure works.
- Perform daily field inspections to evaluate project execution readiness and organization adequacy.
- Address technical challenges arising during site preparation and construction activities to minimize negative impacts on project timelines.
- Collaborate with clients, sponsors, and external entities to foster cooperative working relationships and sustain construction momentum.
- Administer and supervise construction contracts ensuring compliance and quality.
- Develop and implement innovative engineering or architectural concepts and strategies to support effective project completion.
Qualifications and Eligibility
Citizenship: Open to U.S. Citizens only.
Education - Architect Path: Bachelor's degree or higher in architecture or a related field with substantial coursework (minimum 60 semester hours), including architectural design and structural technology, materials, construction methods, and environmental control.
Education - Engineering Path: Bachelor's degree or higher in engineering accredited by ABET or equivalent, incorporating advanced courses in engineering science or physics areas such as statics, dynamics, materials strength, fluid mechanics, thermodynamics, electrical circuits, and others.
Experience: Specialized experience varies by grade (GS-07 to GS-11), ranging from conducting site inspections and assisting contract administration to managing complex contract modifications, quality assurance, and supervision of engineering office functions.
Applicants may also qualify through graduate education or a combination of education and experience as outlined, including credentials recognized through professional licensure or successful completion of licensure exams.
Conditions: Subject to background suitability determination. Position requires travel approximately 10% of the time.
