Overview
The Project Manager will lead and coordinate the Veterans Health Administration (VHA) Integrated Veteran Care (IVC) Veteran Family Member Programs (VFMP) Modernization Portfolio. This position supports enterprise-wide efforts focusing on operational transformation, healthcare claims, eligibility, and appeals modernization, Electronic Data Interchange (EDI), workflow automation, data integration, and organizational process enhancements.
Key Responsibilities
- Direct modernization projects covering claims processing, eligibility determination, intake automation, appeals, benefits coordination, care coordination, pharmacy, duty to assist, and customer service operations.
- Ensure delivery of projects within designated scope, timelines, budgets, and performance targets, adhering to VFMP governance frameworks and priorities.
- Act as primary conduit between government leadership, operational stakeholders, technical teams, vendors, and contractors.
- Lead all project phases: initiation, planning, execution, monitoring, control, reporting, and closure.
- Create and maintain comprehensive schedules, project plans, timelines, and implementation plans.
- Facilitate cross-functional collaboration and stakeholder engagement, including governance reviews, executive briefings, and risk management.
- Ensure compliance with VHA governance policies and maintain thorough documentation such as Project Management Plans, risk registers, action logs, and status reports.
- Support modernization efforts including claims, eligibility, appeals, EDI implementation, workflow and robotic process automation, intake, and data integration.
- Coordinate readiness planning, testing, deployment, and post-implementation support to optimize operational efficiency and service delivery for Veterans and beneficiaries.
- Manage risks, issues, escalation processes, and corrective actions promptly.
- Lead and organize contractor teams ensuring compliance with training and security requirements, promoting accountability and continuous improvement.
Educational Requirements
- Bachelor’s degree in Business Administration, Healthcare Administration, Project Management, Information Systems, Public Administration, Organizational Leadership, or a related discipline.
Required Experience & Certifications
- At least four years of experience in federal healthcare project management, enterprise modernization, or related transformation programs.
- Proven track record managing complex modernization or operational improvement initiatives with schedules, risks, stakeholders, and deliverables.
- Experience in supporting operational or IT implementation projects and leading multifunctional teams in dynamic environments.
- Previous engagement with Department of Veterans Affairs or Veterans Health Administration programs is preferred.
- Knowledge of healthcare claims processing, eligibility, appeals modernization, EDI, and federal healthcare transformation preferred.
- Familiarity with Agile, hybrid, or enterprise project management methods; certifications such as PMP, Agile, Scrum highly desired.
- Exposure to workflow automation and Robotic Process Automation (RPA) initiatives is also advantageous.
