Overview
The Los Angeles Community College District (LACCD) oversees a major community college building initiative and requires flawless, defensible procurement processes. As a Contract Administrator III within the Project Management Office (PMO) Contracts Team, you will be responsible for managing competitive bidding and selection procedures to contract general contractors, design-build teams, architects, engineers, and inspectors from planning through final award. This role demands exceptional organizational skills and attention to detail due to its compliance-heavy nature with minimal administrative support, operating fully within the PMO office (no remote or hybrid work allowed).
Key Responsibilities
- Lead competitive bidding and selection processes for construction and professional services from planning until award.
- Prepare all procurement-related documentation including procurement packages, addenda, evaluation and approval materials, award documentation, and contract agreements.
- Manage multiple procurement activities concurrently across various district, PMO, and college stakeholders.
- Maintain detailed reporting, tracking, and quality controls to ensure audit readiness for all procurements handled.
- Ensure strict compliance with District policies, procedures, templates, and relevant laws under ongoing internal and external audits.
Qualifications
- Minimum 5 years’ experience related to contract administration in construction or professional services procurement.
- Bachelor's degree preferred; alternatively, 9 years of combined relevant experience suffices (5 + 4 additional years without degree).
- Proficient understanding of standard contract terms and conditions related to design, construction, and associated services.
- Strong skills in Microsoft Excel, Word, and Adobe Acrobat.
- Dependable work ethic with integrity and precision to withstand audit scrutiny.
- Ability to monitor and report accurate status updates across multiple concurrent projects.
Preferred Experience
- Prior exposure to capital improvement projects in higher education environments.
- Familiarity with California Public Contract Code and California Community College Code.
- Experience with electronic bidding platforms like PlanetBids.
- Knowledge of alternative project delivery methods such as Design-Build.
- Use of project management software such as Proliance or Trimble.
Compensation and Benefits
Salary for this position ranges from $115,000 to $126,000 annually, depending on experience. Benefits include low-cost health, dental, and vision insurance; 401(k) plan; three weeks of paid time off; and participation in an employee stock ownership plan (ESOP) with a 3% Safe Harbor company contribution vested starting day one.
