Position Overview

The Illinois State Treasurer’s Office (ISTO) is seeking a Data Engineer and Program Analyst to provide essential data analysis and programmatic support, driving informed decision-making across various initiatives. This role involves interpreting complex datasets, supporting operational effectiveness, and generating insightful reports that enhance program outcomes. The position requires close collaboration with internal teams to facilitate data ingestion, validation, and analysis, all while maintaining data security and compliance.

Key Duties and Responsibilities

Perform data ingestion, validation, and analysis to assess program impact and effectiveness.
Create reports, dashboards, and visualizations to present trends and critical information to stakeholders.
Identify trends and irregularities in program data to recommend improvements through automation, system enhancements, or legislative responses.
Manage secure information exchanges with external partners and vendors to optimize ISTO operations.
Provide specialized support to Unclaimed Property programs like Money Match and the Direct Mail initiative.
Ensure adherence to data integrity and security guidelines within the office.
Fulfill additional assignments relevant to these responsibilities as required.

Required Skills and Qualifications

Exceptional analytical capabilities to collect, organize, and interpret substantial data with accuracy and attention to detail.
Expertise in data manipulation and analysis tools such as Excel, SQL, Python, or R.
Experience with data visualization platforms including Tableau, Power BI, or Looker.
Proficiency in database management, data cleansing, and validation procedures.
Ability to transform complex data into practical insights effectively communicated in written and verbal formats.
Strong organizational skills and meticulous attention to detail.
Knowledge of public sector programs, particularly in financial or community services, is advantageous.
Familiarity with version control and continuous integration tools like GIT, GitHub, and CI/CD is a plus.
Experience with cloud platforms such as Microsoft Azure or Amazon AWS is beneficial.
Comprehensive understanding of business operations with aptitude for engaging various staff levels including management and executive leadership.

Education and Experience

A Bachelor’s degree in computer science, data science, mathematics, public administration, or a related discipline is preferred. Candidates should have at least three years of relevant experience in data analysis, program evaluation, or a commensurate field. Equivalent combinations of education and training meeting the necessary competencies will also be considered.
